Chief of Staff (VSI) – Cambodia

PSE description :

Pour un Sourire d’Enfant (PSE) – For a Child’s Smile is a non-profit organization founded by Christian and Marie-France des Pallières, operating in Cambodia since 1995. Its mission is to help to help children escape from destitution and lead them to decent, skilled and well-paid jobs.

Recognized by the local authorities, PSE is working in respect of the country, with the Cambodians, and thus supports sustainable development.

Six main programs – adapted to the needs of the children – have been developed: food, health, protection, education & schooling, vocational training and help for families.

PSE helps more than 6,500 children and more than 5,500 graduates from PSE Vocational Training program already have successfully integrated the job market with a real qualified position.

PSE employs more than 600 people in Cambodia (Phnom Penh mainly) and 6 staff at the headquarter in France.  300 volunteers in different countries are actively working on making the organization known, on fundraising donations and sponsorships.

In 2000, PSE was awarded the French Human Rights Prize by the French Republic.

 

Job Position: 

The Chief of Staff is a key member of the leadership team and a strategic partner to the General Director. This role ensures that organizational priorities are executed efficiently by coordinating cross-functional efforts, driving key initiatives, and enabling high-impact decision-making.
The Chief of Staff serves as a thought partner, project manager, and internal liaison, strengthening the connection between leadership and teams across the organization.

Missions :

Strategic Plan Execution & Organizational Alignment 

  • Help set priorities and align projects with the organization’s strategy
  • Translate strategic goals into operational plans with clear milestones and accountability
  • Monitor progress on key initiatives and support data-driven decision-making
  • Prepare strategic meetings, presentations, and reports for internal and external
    stakeholders
  • Draft or review strategic communications to internal and external stakeholders
  • Monitoring of some strategic partnerships
  • Review and challenge the monthly activity dashboard

Executive Office Support & Leadership Team Coordination

  • Serve as the “right hand” to the General Director, anticipating needs and managing
    priorities
  • Act as a sounding board for the General Director and help her to synthesize and
    reformulate her thoughts
  • Prepare board meetings presentations
  • Manage General Director’s mail box and agenda
  • Draft internal messages, talking points, and updates on behalf of the General Director
  • Coordinate executive and leadership teams meetings, set agendas, track follow-ups,
    and promote accountability
  • Act as a liaison between the General Director and departments and partners.
  • Support initiatives to strengthen organizational culture, leadership alignment, and staff
    engagement..

Project Management & Cross-functional Coordination

  • Lead or coordinate special projects across departments (e.g., program expansion or
    transformation, policy rollouts).
  • Identify bottlenecks and proactively address obstacles to ensure timely delivery.
  • Standardize and improve internal processes where needed.

Expériences / Formation

  • Bachelor’s degree in Public Administration, Education, Development Studies, Business, or related field
  • 7+ years of progressive experience, including at least 3 years in a strategy, operations, or leadership support role
  • Prior experience in a nonprofit, NGO, or mission-driven organization (preferred)
  • Strong project management, problem-solving, and communication skills.
  • Familiarity with strategic planning, organizational development, or monitoring & evaluation frameworks.
  • Bilingual in French & fluent in English
  • Deep alignment with the mission and values of the organization
  • Needs strong discretion and judgment
  • Often works behind the scenes and doesn’t seek the spotlight
  • Doesn’t have formal authority over all teams but knows how to get things done through influence
  • Proactive, positive, solutions-oriented mindset
  • Handles roadblocks with a calm and constructive approach
  • High emotional intelligence and empathy.

Salaire

Duration: 1 year minimum, preferably 2-3 years

Indemnity: According to PSE grid + experience

VSI contract for European Union Nationals, providing comprehensive coverage for healthcare, assistance/repatriation insurance, pension contribution, plane ticket one way and return, plus round plane ticket once a year to home country.
