PROGRAM COORDINATOR

Founded in 1993, Médecins du Monde Switzerland is a medical association of international solidarity that is part of the Médecins du Monde network. We provide sustainable access to health care for people in vulnerable situations in Switzerland and around the world.

MISSION

The Program Coordinator plays a pivotal role in ensuring the quality of MdM programs throughout their entire cycle — from design and implementation to evaluation and learning.

Strategic acumen is essential, as the role involves advising and supporting the General Coordinator (Genco or Country Representative), the coordination team, and program teams in the development and implementation of the Country Strategy and Annual Plan.

MAIN AREAS OF RESPONSIBILITY:

  1. Program Strategy and technical oversight
  • Support the Genco and the coordination team in the development, implementation and evaluation of the mission’s strategy, program and project quality in line with MdM national strategy, policies and guidelines.
  • Jointly with the technical and program teams in oPt and at the HQ level, develop models of actions for MdM programming in oPt, and the related theory of Change.
  • Organize strategic workshops on the thematics implemented by MdM CH, with a focus on MHPSS, SRH and GBV, supporting a program approach.
  1. Fundraising, grants acquisition and management
  • In coordination with the technical and program teams, and the field coordinators, lead the design and development of new concept notes/project proposals by writing the narrative and contributing to budget preparation with the support departments.
  • In collaboration with the coordination and program team, ensure the application of MdM procedures and compliance with donors’ policies, procedures and procurement for reporting and implementation.
  • Carry out regular context analyses (socio-economic situation of the country, trends, donor needs and gaps) to identify funding opportunities.
  1. Project management
  • Organize the go-no-go meetings, the kick-off and the closure workshops with the relevant internal and external stakeholders.
  • Ensure the organization of program meetings, MEAL meetings and technical community of practice meetings for the teams in Gaza and the West Bank.
  • With the field coordinators and in collaboration with the support department and the project teams, monitor the projects’ expenditure through monthly budget review and allocation meetings.
  • Ensure the quality and consistency of project planning, implementation and monitoring, including advising project managers and officers on quality output/outcomes.
  • Gap filling of programmatic and coordination positions, including in the Gaza Strip when the security context allows it.
  1. Technical oversight and capacity strengthening of the project staff
  • Participate in staff appraisals and development of joint objectives with the candidate and the field coordinators
  • Support the field coordinators with the optimization of the structure at the program level
  • Provision of capacity strengthening activities, in collaboration with the other technical colleagues
  • Supervision of an MHPSS Advisor and a MEAL officer.
  1. Localization and Partnership
  • In collaboration with the General Coordinator, develop strategic orientations, guidelines and tools related to localization and partnership, and coordinates with the field coordinators on the establishment and management of partnerships.
  1. Monitoring, Evaluation, Accountability, Research and Learning
  • Frame the work related to research, internally and through partners.
  • Foster a culture of knowledge management, and organize lessons learned sessions, internally and with partners.
  • Ensure the development of capitalization work on the main MdM thematics.
  • Ensure the development and implementation of project MEAL plans and activities.
  • In collaboration with the program team and field coordinators, plan and coordinate the needs assessments and evaluation efforts.
  • Oversee the data collection process, and the CFRM hotline functioning.
  1. Internal and external coordination and communication
  • Contribute to the development of communication materials promoting MdM work.
  • Ensure regular coordination with the advocacy coordinator on the MdM Network advocacy efforts, with the counterparts at the MdM Network in oPt, and the coordination of the technical teams with the HQ advisors.
  • Participate in external meetings and donors’ representation as requested by the General Coordinator.
  • Member of the Country Coordination Team.

Expériences / Formation

Qualifications :

Academic : University Degree.

Complementary : Bachelor or Master degree in international affairs, development, international political economy or another relevant field.

Language : High level of spoken and written English. Strong asset: Arabic, French.

Computer : Advanced office pack user level.

 Professional Experience:

  • Minimum of seven years’ experience in humanitarian and Resilience interventions.
  • Experience working with International or national NGOs in oPt.
  • Mandatory proven project/program management experience; and desirable experience in integrated programming.
  • Mandatory MEAL experiences.
  • Mandatory proven experience in the development in English of proposals with several donors; Ability to write convincingly and to the point.
  • Desired experience and technical knowledge in MHPSS, public health and/or GBV projects (development and management)
  • Desired experience in enhancing the quality of programming (process, tools, etc)
  • Desired experience in capacity strengthening and training
  • Desired experience in localisation and/or in working with national partners

 

Salaire

CONDITIONS

6-month contract – international or national status. Renewable upon funding approval.

Unaccompanied position.

Salary – depending on status and experience.

Duty station: Ramallah or Amman depending on the context situation.

Guest-house accommodation, medical expenses, repatriation and capitalization insurance paid for by MdM according to status, with regular field trips in the West Bank and the Gaza Strip as per the security evolution and the field needs,
