This position is recruited and contracted by Solidarités International, on behalf of the Humanitarian Logistics Cooperative.
WHAT DO WE DO…
The hulo Cooperative is a Humanitarian Logistics Cooperative created in June 2021 by 9 humanitarian organisations and currently comprising 14 membres: ACTED, Action contre la Faim (ACF), la Croix Rouge Française (CRF), Handicap International / Humanité et Inclusion (HI), Médecins du Monde (MDM), Oxfam Intermón, Plan International, Première Urgence International (PUI), Solidarités International (SI), Welthunger Hilfe (WHH), Bioport, Fleet Forum, NRC and Intersos.
Its aim is to increase the impact of humanitarian aid by strengthening links and solidarity between humanitarian logistics players and improving performance through the pooling of logistics and supply chain resources and expertise. hulo’s ‘pooled initiatives’ are already underway in four French-speaking African countries (Burkina Faso, Central African Republic, DRC and Chad), Iraq, Lebanon and Colombia. Activities on the ground include pooled procurement, shared human resources, a web platform for pooling resources, and pooled environmental initiatives. These initiatives save time and money, improve the quality of goods and services provided, and therefore deliver more effective help to those who need it most.
SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for nearly 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, SI’s teams – 2000 people in total, made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers… – work with professionalism and commitment, respecting the cultures of the countries where they work.
GENERAL OBJECTIVES OF THE POSITION
The hulo Regional Operations Coordinator (M/F) has a key role in to the design and development of the regional strategic orientation. He/she has a significant responsibility in representing the cooperative to the stakeholders concerned, including institutional donors. He/she is responsible for managing implementation, monitoring and evaluation of all activities, by providing support to the Country Coordinators.
Mission#1: Regional coordination and Strategic orientation
· Propose and develop a regional operational strategy consistent with the cooperative strategy’s objectives.
· Monitor the deployment of operational strategies in each country of the aera, in accordance with the regional strategic orientation.
· Provide input and support into the development of relevant new activities, proposal development, partner liaison, stakeholder engagement, etc.
Mission#2: Representation, communication & institutional relationship
· Maintain, animate, federate, and further develop the network of humanitarian organizations wishing to participate in the Cooperative’s activities.
· Promote, develop, and actively design hulo’s operational activities and strategy.
· Represent hulo and liaise with local and national authorities, UN, NGO, and donor agencies to promote, develop and design hulo activities, facilitate successful coordination of activities.
· Prepare and lead information and promotional meetings to present the cooperative, its mandate, approach and activities.
Mission#3: Operational support and monitoring and evaluation of activities
· Build accountability into Cooperative Operations by formalizing processes and procedures specific to hulo.
· Design methodological guides to facilitate any joint initiative.
· Ensure the completion and monitoring of the cooperative’s management tools.
· Act as the Business Analytics & Research (BAR) Department’s focal point for all activities in countries under his/her responsibility.
· Ensures operational coverage of Countries Coordinators as required.
· Support induction and training for new Country Coordinators and Deputy Country Coordinators.
· Provide any practical support required, particularly technical and methodological.
Mission#4: Financial & budgetary management
· Is responsible, in liaison with the HQ purchasing and controller manager, for budget follow-up and financial analyses in the countries under his/her responsibility.
· Ensure the compliance with hulo and donors’ procedures and the regulations, together with the Country Coordinators.
Mission#5: HR management
· Analyze the HR needs within countries under his/her responsibilities & recruit in accordance with the allocated resources and hulo operational strategy.
· Draft the corresponding Job Description and required profile according to the identified needs.
· Welcome and brief new team members.
· Train, appraise and manage his/her team members.
· Make sure his/her team follows the safety rules.
Mission#6: Security
· Maintain regular awareness on the safety/security risks and rules evolution by keeping constant link with the security referent.
· Ensure that all new arrivals in his/her intervention zone are given a security briefing.
· Ensure that all security rules and procedures are respected by the hulo team.
Expériences / Formation
YOUR PROFILE
Specific skills and experience:
· Five years of experience in a variety of humanitarian contexts.
· Good understanding of Humanitarian Supply Chain Management (SCM) and service sharing/pooling issues.
· Knowledge of the regional context (cultural sensitivity, context analysis, knowledge of humanitarian iss
· Experience in coordination and leadership (team management, inter-NGO/Organization coordination)
· Experience in field coordination/representation (e.g., clusters, etc.) strongly preferred.
· Ability to motivate, guide and coach different partners around a common project.
· Ability to elaborate and implement a strategic plan and vision.
· Ability to create, maintain and expand a network of diverse partners.
· Strong communication skills (report writing, representation, networking, mobilisation)
· Ability to create and develop good relationships with groups and individuals.
· Ability to travel, be resilient, tolerate stress and work under difficult conditions.
· Knowledge of humanitarian standards of accountability and best practices.
· Excellent command of Microsoft tools.
Salaire
SI WILL OFFER YOU THE FOLLOWING CONDITIONS
A salaried position
According to experience, starting from EUR 3 190 gross / per month (2 900 base salary + 10% annual leave allowance, paid monthly); and a Per Diem of USD 750 / per month.
SI covers both travel expenses between the expatriate’s residency and the field.
Possibility of individual housing pack to be discussed, otherwise accommodation provided for in a shared guesthouse.
Breaks
During the assignment, a system of alternation between work and time off is implemented at the rate of on 7 working days every three months. SI provides a USD 850 break allowance.
For example, for a one-year assignment, the expatriate will have 7 working days off at 3, 6 and 9 month.
In addition to these, SI adds 1 additional monthly rest day / per month of work, i.e. 12 additional days off for a one-year contract.
Medical insurances
Expatriates benefit from an insurance package, which includes all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system, including war risks.
Essential vaccination and antimalarial treatment costs are refunded
