Working context

WeWorld has been working in the Occupied Palestinian Territories since 1992, operating in the field of human rights, humanitarian aid and development to guarantee Palestinian communities access to basic services and available natural resources, in particular with regard to integrated service management, the strengthening of the integrated protection of the population and the enhancement of local socio-economic development in a sustainable and innovative way, with particular attention to the social and economic empowerment of women.

WeWorld in oPt has 5 offices (Jerusalem, Ramallah, Hebron, Tubas and Gaza), plus a Coordination office in Amman to coordinate the emergency response in Gaza.

Over the decades, WeWorld has implemented several interventions funded by multiple donors: ECHO and EU, UN agencies as UNICEF and OCHA, as well as national agencies such as AICS, SIDA, GIZ, JICA, GFFO, FCDO, and others. With a people-centered approach, the priorities are always identified together with the communities we serve, with a specific focus on a triple Nexus approach. The significant amount of data and analysis collected and elaborated by WeWorld in oPt supports and guide the work of multiple agencies in Country. WeWorld is a member of the Global WASH Cluster and is part of all the clusters at national level: WASH (member of the Strategic Advisory Group), Education, Food Security, Shelter, Protection and Health. More recently, WeWorld has launched emergency operations and activities within Gaza to support the ongoing crisis.

 

Purpose of the Role

WeWorld is recruiting a Country Finance Manager – West Bank who works under the direct responsibility of the Head of Support Services. The Country Finance Manager is responsible for all the administrative and accounting processes, including financial reporting, budget planning, development, and monitoring. She/He manages local finance staff.

 

MAIN TASKS AND RESPONSIBILITIES

General Administration

  • Track and manage deliverables and timelines related to grants, contracts, vendors, and partners.
  • Monitor grant administration to ensure compliance with reporting and expenditure requirements.
  • Supervise compliance of administrative documents and their proper filing.
  • Ensure the smooth flow of administrative information and data to the HQ.
  • Supervise flow of administrative information from project partners and the compliance with MoU.

Accounting

  • Supervise and approve regular accounting, including monthly reconciliations, monthly and yearly closing of accounts, monthly journal entries.
  • Supervise cash and bank balance checking process when closing the monthly accounts.

Financial Reporting

  • Responsible for the approval of financial reports, prepared by the Deputy Finance Manager or Finance Reporting Specialist in coordination with the Regional Finance Manager, and administrative team.
  • Ensure the compliance of financial reports with donors and internal rules and procedures.

Budget and Planning

  • Collaborate with the Head of Support Services, Country Representative and Programs/Project Department to develop budgets according to donors’ regulations.
  • Review administrative/financial terms of grant contracts before signature (payment & financial reporting schedule, etc.).
  • Collaborate with the Program Department and Procurement & Logistics Department to monitor actual and forecasted expenses against budget to avoid under and overspending on the projects; comply to the flexibility rule.
  • Monitor financial flows of the projects.
  • Anticipate financial risks, present budget updates and mitigation plans and report them to the Country Representative.
  • Coordinate the preparation and constantly monitor/update of core budget of WeWorld for Palestine and provide an analysis to the Head of Support Services focusing on gaps and risks.
  • Participate with the Management Team in reflecting on the evolution of the mission, and the programming of new projects and/or reorientation.

Audit Process

  • Responsible for the management of financial audit performed on the projects.
  • Supervise yearly financial audit on general accounting for local authorities.
  • Prepare information and is directly responsible for any assessment/audit performed by donors on WeWorld administrative procedure.

Procedure

  • Design and implement administrative routines, procedures, and systems to increase efficiency.

Operational

  • Supervise administrative and finance local personnel to complete routine tasks.
  • Capacity building of local staff and partner organizations in areas such as financial management, procurement and logistics, administration, good governance and management of accountability and transparency.
  • Follow-up payments from donors and financial projects close-out.

Representation

  • Participate in inter-admin meetings with other INGOs and NGOs.
  • Ensure official representation for the administrative management of the Mission to the competent authorities.

 

Any other task requested by the Country Representative, for an efficient and quality implementation of WeWorld strategy and projects in oPt, according to the needs of the mission.

Expériences / Formation

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge

  • Degree in Economics, Political Science or related fields
  • Good knowledge of the policies and procedures of major international donors (EU, AICS, UN, etc.)
  • Full professional competency in Microsoft Office, especially Word, Excel and Outlook
  • Fluency in written and spoken English

 

Professional experience

  • Minimum of 3-5 years of experience in finance management within the humanitarian sector, with at least 2 years in management role
  • Previous experience in administrative and financial management of emergency and development projects with institutional donors (e.g., UN agencies, ECHO, AICS, etc.)
  • Experience in budget management, compliance, and donor reporting

DESIRABLE REQUIREMENTS

  • Previous work experience in oPt and/or Middle East
  • Knowledge of Italian and/or Arabic is an asset
  • Experience in remote management

Salaire

WHAT WE OFFER

Type of contract: a first 6 (six) month collaboration contract subject to verification of the achievement of specific objectives (these objectives will be agreed together with the Line Manager upon arrival on assignment); a second collaboration contract of 6 (six) months renewable, following the positive evaluation of the first three months of contract and the availability of budget

Economic conditions: to be defined according to WeWorld Expatriates Compensation Policy: Base Salary (seniority/role held) + Contributions (role complex and hardship based on place of work)

Annual leave: 2,5 days/month (working days)

Flight ticket: one return flight every 12 months of contract

Health insurance: covered

R&R Policy: 5 days every 12 weeks, an allowance of 1.000€ is provided
