ROLES and RESPONSABILITIES:
The Advocacy Coordinator is part of the MdM CH coordination team and represent/operate for the interest of the 3 chapters of MdM in oPt.
Development and implementation of the advocacy strategy
- Develop and consolidate the MdM’s advocacy strategy for Palestine in coordination with the GenCos, the Desk Officers and the advocacy focal points at HQ.
- Propose an adequate advocacy action plan for the missions and for the field bases, including activities aimed at achieving objectives at the international and national level, using traditional and innovative advocacy actions, tailored to the context and the audience.
- Organize and participate in high-level briefings and field visits.
- Monitor closely and analyse the political environment and context, including the international community, Israeli and Palestinian Authority.
- Update the strategy and initiate reactive advocacy actions based on regular follow up of the main political and diplomatic stakeholders’ agenda, statements and movements.
Capacity building
- Sensitize the field teams about advocacy work and involve them in advocacy actions, such as briefings, and train the field teams to collect testimonies.
- Encourage the team to participate in and produce communication material.
- Ensure advocacy, humanitarian principles and IHL trainings for the field teams.
Elaboration of advocacy supporting material
- Elaborate factsheets highlighting advocacy messages from our field data on the different areas of the strategy.
- Propose, draft and review relevant investigations/reports.
- Work closely with the MdM’s Field and Technical Coordinators, and the General Coordinators in the collection of key operational data to be used for advocacy and reporting purposes.
- In coordination with the HQ advocacy focal points, HQ press departments and with communication focal points at mission level, prepare press releases and social media content designed for advocacy purposes.
- Propose and elaborate advocacy and communication-advocacy related material. Innovation is welcomed.
Coordination, networking
- Coordinate the MdM Network advocacy for Palestine, in close collaboration with the other MdM General Coordinators, the MdM international network advocacy manager and the MdM international network communications manager, ensuring common positioning, and development of joint initiatives.
- Represent MdM and participate actively in advocacy coordination groups (AIDA, HCT advocacy working group, Health advocacy working group, other INGO platforms, relevant clusters), to develop shared messages and take part in joint initiatives.
- Maintain regular and direct communication with major stakeholders including political authorities, diplomatic representations, international organizations, local and international NGOs.
- Develop a strong local network, including international, Palestinian and Israeli actors, such as NGO, Government officials, press, scholars, UN, community leaders, etc. and maintain the advocacy contact database.
- Support and capacity building MdM local partnerships, especially in advocacy.
- In coordination with the GenCos, the Desk Officers and the advocacy focal points at HQ, create and maintain contacts with relevant stakeholders at international level.
As Communication Focal point for Palestine when related to advocacy
- Proposes and contributes to media interventions when related to advocacy purposes: press releases, press trips, opinion column, interviews, etc.
- Coordinate international awareness days and campaigns related to the operations in the field. (Mental health, Protection and Gender Based Violence, according to the advocacy action plan)
- In coordination with the Communication’s department, organize press briefings and press trips to the field.
- Feed the MdM social media, especially the oPt Facebook Page, with communication advocacy contents
MdM’s advocacy capitalizes as much as possible on its field work to develop key advocacy messages, and the overall analysis of the impacts on health generated by the political, security and social context in West Bank and Gaza of the Israeli-Palestinian conflict. The Advocacy Coordinator therefore maintains close relation with the field team, in particular regarding data collection and reporting.
As per the shared nature of this position between the 3 MdM’s chapters, is expected that the Advocacy Coordination is able to ensure fruitful coordination and prioritization between the different instances of each Chapter, building a common and shared view and approach.
Considering the number of organizations (both national and international) involved in advocacy in Palestine, coordination and co-construction is an essential component of the position.
The list of mission’s tasks is not exhaustive and may be changed to reflect developments and specific needs.
The MdM’s internal communication and coordination processes will be furtherly clarified into the internal governance document agreed and signed by the 3 MdM Chapters’ GenCos.

Expériences / Formation
- Proven experience developing and implementing advocacy strategies at local and international level
- Excellent analytical skills, especially in complex political contexts
- Knowledge of data analysis and documentation for advocacy purposes.
- Knowledge of how to use policy, research, lobbying, public campaigning, media and digital work to influence the political agenda.
- Knowledge of the occupied Palestinian territory, the Middle East.
- Knowledge of International Humanitarian Law is an asset
- Experience in health and protection related topics is an asset.
- Skills in graphic design, video, photo editing, Adobe suite and web development applications (would be a plus)
Salaire
- Location: oPt
- Working place: Ramallah, with frequent visits to West Bank, especially Bethlehem, Jericho, Nablus and Bir Zeit (office location of other MdM chapters’) and Gaza if the situation allows
- Contract duration: 12 months, renewable and subject to funding approval
- Type of contract: salaried Expatriate position. Salary CHF 3’420+ valuation according to experience. Medical, loss of earnings and pension insurance. Installation and accommodation package. If family status, family allowances and schooling package. Details on request.
