UKRAINE – Field Coordinator – M/W

DESCRIPTION OF THE ASSOCIATION

 

La Chaîne de l’Espoir is an international Non-Governmental Organization (NGO) founded in 1994. Its mission is to strengthen health systems to give everyone, especially children, the same chances of survival and development.

We work in 28 countries with a comprehensive approach, focusing on children, mothers and disadvantaged communities:

  • Prevention and screening from an early age, particularly through school health programs.
  • Care and surgery, to meet the most urgent needs of children and their mothers.
  • Strengthening the medical and surgical workforce thanks to our international network of experts.
  • Construction and equipment of hospital structures adapted to local needs.

 

 

LA CHAINE DE L’ESPOIR IN UKRAINE

 

Since March 2022, La Chaîne de l’Espoir (CDE) has been implementing a project to support the Ukrainian health system to improve medical and surgical care for victims of the war and patients in general, in collaboration with the Ministry of Health (MoH), the Health Cluster co-led by the World Health Organization (WHO), and the health authorities at oblast levels. The initiative, co-funded by the Centre de Crise et de Soutien (CDCS) of the French Ministry of Europe and Foreign Affairs, is a response to assessments conducted by CDE’s medical and biomedical team in coordination with relevant stakeholders.

La Chaine de l’Espoir mainly focused its activities in areas close to the frontline and newly accessible areas (Mykolaivska, Kharkivska, Dnipropetrovsk, Zaporizka) on the delivery of medical supplies including emergency traumatology kits, medicines and consumables, biomedical equipment (for endoscopy, intensive care, orthopaedics surgeries, radiology, operating theatre…), and war medicine training (more than 1000 health medical and paramedical staff trained).

In 2024, La Chaine de l’Espoir aims to fill critical gaps at the primary, secondary and tertiary levels of the Ukrainian healthcare system, with a particular focus on  improving access to quality healthcare for trauma, cardiology and maternity departments, La Chaine de l’Espoir is also working on improving availability of services to reduce risk factors for children with cardiac conditions, girls, newborns and pregnant woman and aims to improve prevention for community members on children’s heart conditions and sexual and reproductive health. La Chaine de l’Espoir intervention also aims to promote capacity-building among healthcare professionals regarding the health conditions of children (cardiology), adolescents and women of childbearing age, as well as detection methods and referral processes.

 

 

POSITION AND MISSION

 

The Field Coordinator, under Head of Mission management, is responsible for the overall supervision, management and coordination of La Chaine de l’Espoir operations within the designated geographical area of responsibility and in line with the mission’s country strategy.

The Field Coordinator will be primarily responsible for the direction and management of operations within the geographical area of responsibility (identification of new opportunities, programme operations, office administration and support services functions) to ensure effective and efficient systems for harmonization, compliance to financial and administrative procedures, planning and implementation of adequate security measures.

The Field Coordinator ensures that projects in his/her area of responsibility receive adequate support for implementation and maintains responsible relations with leaders/representatives, relevant government authorities and national and international NGOs.

The Field Coordinator contributes to the design and implementation of the country strategy and ultimately participates actively in high-level strategic decision-making and representation of the area of responsibility, working closely with the Head of Mission and the Programme Coordinator (HQ).

 

MAIN ACTIVITIES

Strategy and vision

  • Under lead of the Head of Mission, pilot the monitoring of the humanitarian context and needs analyses within the designated geographical area of responsibility.
  • Provide within the area of competence strategic inputs on Programme implementation and contribute to develop the Country Strategy and Annual Action Plan.
  • Contributes with recommendations, supporting and implementing continuous improvement on processes and procedures to optimize results and improve quality of delivery in line with quality standards.
  • Contribute to design and roll-out innovative programming, support assessments for rapid response or scale-up programming in the area of responsibility or new areas of intervention in collaboration with the Head of Mission/Programme Coordinator.

 

Program management and development

  • Regularly analyse the context, risks, operational access issues and availability of resources in relation to the program objectives in the area of competency.
  • In collaboration with Medical Officer, support and oversee the implementation of field assessments for new projects, as well as examine the feasibility of current proposals and contribute to realign them in light of the field assessment findings.
  • Support the Head of Mission/Programme Coordinator with timely and quality reporting, projects activities work plans, log frame and related financial plans according to La Chaine de l’Espoir and donors’ requirements and guidelines
  • Ensure timely communication and information flow on operational achievements internally and with external stakeholders (donors, authorities, partners…).
  • Administrative and office support activities (agreement, amendments, signed reports, communications, etc.), ensuring documentation cycle is up to date, and ensure all departments’ requirements are aligned and addressed.
  • Performs periodic field visits to ensure the quality of the intervention in compliance with the internal and donors’ standard.

 

Reporting and MEAL

  • Contribute in the development of the MEAL system, supervise and ensure the quality of programmes implementation.
  • Support the Information Management Officer in monitoring and reporting activities as required.
  • Ensure regular reporting to the Head of Mission, including monthly sitrep and reporting to Health Cluster via Activity Info in coordination with the Medical Manager.
  • Participate in the report (narrative and financial) for donors and foundation that finance the project, ensure that schedules and formats are respected.

 

Representation and external relations

  • Ensure La Chaine de l’Espoir’s external representation with the health authorities, humanitarian coordination, NGOs present in the area of operation, and other relevant actors.
  • Guarantee the visibility of La Chaine de l’Espoir and its programmes in Ukraine.

 

Finance and Logistics

  • Contribute to the design and approval of new budget proposals for donors.
  • Contribute to annual budgets and monthly budget follow-up analysis.
  • Guarantee the quality of budgetary management and financial information reported to the coordination.
  • Manage and support administrative/logistics team in verifying the compliance of budget allocations, supporting documents and compliance with the procedures (La Chaine de l’Espoir, donors).
  • Oversee the timely and efficient planning and implementation of procurement and supply chain in line with project needs.
  • Ensure adequate management of warehousing, guesthouse, office, vehicles, and assets according to La Chaine de l’Espoir procedures and safety & Security protocols.

 

Staff management and Human Resources

  • Management of the staff under responsibility, ensuring that individuals work effectively together as a team to achieve the program objectives.
  • In collaboration with Admin & finance coordinator/manager and Head of Mission ensure adequate staffing for the correct implementation of programmes according to Mission and CDE organigramme.
  • Support, motivate and lead staffs in the field base to guarantee a smooth and efficient implementation of the projects and communication.
  • Share relevant information and conduct regular meetings with the team to review planning and discuss main concerns. In collaboration with the Admin & finance coordinator/manager is responsible for the proper application of HR policies and associated processes in the area of responsibility (recruitment, inductions, briefing/debriefing, evaluation, staff learning and development, internal communication and behaviour) to ensure transparent staff management.
  • Manage the performance of his team, identify gaps and provide adequate capacity building in line with HR department.
  • Management conflict resolution and mitigation in collaboration with Admin & finance coordinator/manager according to CDE standard procedures and humanitarian principles

 

Safety and security

  • Under the lead of the Head of Mission and the Logistics & Security Manager (and with the support of the Security Referent at HQ) contribute to develop security plan and ensure adherence to procedures, monitoring of the context development, analysis and follow-up of recommendations within the area of responsibility.
  • Regularly interact with the Head of Mission and the Logistics & Security Manager on security issues.
  • Ensure staff safety and security within the area of responsibility with technical support from the Logistics & Security Manager
  • Support the Head of Mission in managing critical incidents, escalating and reporting all incidents within the area of responsibility and according to the Country Security and Management Plan.

Expériences / Formation

TRAINING AND SKILLS

Training/ Experiences: 

  • Master’s degree in political science, International Relations, Administration and Finance or any relevant field
  • At least 3 years working experience in the humanitarian sector in managerial position
  • Solid security management experience in a medium/high security environment is expected
  • Experience in Ukraine is an asset

Salaire

CONDITIONS

  • 12 months contract, renewable.
  • Starting date: June, 1st 2024
  • Full time position, based in Ukraine (Kharkiv)
  • Monthly gross salary from 2 700 €, according to profile and experience
  • Monthly per diem and living allowance: 725€
  • Leaves and R&R: 25 days of paid leaves per year, 5 days R&R every 12 weeks
  • Travel: round trip ticket flight beginning/end of contract + paid leaves at mid contract
  • Housing: single room in a collective accommodation provided
  • Transportation to and from the workplace is provided
  • Medical coverage with 50% of employer contribution
  • Medical evacuation and repatriation insurance covered
