CONTEXT
Within the HR department of MSF Belgium (Operational Center of Brussels – OCB), the People Development Hub aims to develop and enhance the skills, attitudes, and knowledge of the MSF global workforce to meet MSF’s operational needs and objectives. Within this hub, our Learning and Development unit (L&D) has for objective to continue building an inclusive learning organization that accommodates learning and development, recognizes the MSF staff as our main asset, and is focused on the interaction between the individual, the work context and the goals of our organization.
One of the strategic goals is to co-create and support L&D closer to the workplace by further securing connection to our countries of operation. This passes by different actions such as boosting the learning culture in operations, strengthening the capacity of the L&D teams and transforming our L&D offer to be more sustainable and accessible to all.
For all these reasons, we have decided to continue investing in the Abidjan Learning Center ALC. The ALC is a delocalized Learning Center, aligned to the OCB Networked strategy, that allows a stronger L&D offer in West Africa for OCB as well as other partners, while supporting the overall activities of the L&D unit.
As L&D Team Leader of Abidjan Learning Center (ALC) you will be responsible for leading ALC activities, ensuring effective collaboration with all entities wishing to organize learning events in Abidjan, coordinating with other activities taking place in the OCB Abidjan Office, and supporting various initiatives of the L&D Unit.
Under the supervision of the People Development Coordinator, you will coordinate a team composed of an L&D officer, an L&D Support and L&D interns. The team works in close collaboration with other L&D units across the MSF movement, especially OCB and WaCA (West and Central Africa), as well as with the Abidjan Hub Manager and their team.
MAIN RESPONSIBILITIES
The planning and organization of learning activities in ALC
- Plan the yearly calendar of learning events in collaboration with all requesting entities
- Collaborate with the learning event sponsor/team to understand needs and propose the optimal event setup (location, hotel, materials, travel, etc.) in alignment with ALC and OCB standards
- Deploy the learnings event respecting the agreement with the sponsor/team, including budget follow up
- Monitor and evaluate the service provided in order to propose improvements
- Liaise with other Learning Centers to share best practices, challenges, tools etc…
Act as a manager for the ALC
- Define and organize ALC priorities in alignment with the overall Hub strategy and the broader Learning and Development (L&D) strategy
- Lead and support the team by being available to its members, addressing potential conflicts, fostering well-being, and proposing tailored development plans
- Manage resources by ensuring accurate budgeting and monitoring through forecasting tools
To contribute to the definition and implementation of the L&D vision, objectives, policies, processes with a specific focus on People management, L&D offer sustainability, ALC HQ L&D offer and other projects that may come
- Ensure main goals & objectives of the L&D Unit and ALC are achieved
- Ensure the relevance and the efficiency of processes and policies (existing and to be developed)
- Coordinate and facilitate learning events linked to People Management and leadership and ensure their follow up when required
- Coordinate, design & implement the L&D offer for the Abidjan Hub Staff in alignment with the OCB HR L&D policies and priorities
- Contribute to defining a sustainable solution for deploying the L&D offer, potentially involving a pool of local internal and external facilitators (digital, face-to-face, etc.) as well as course coordinators
Communication & Networking
- Liaise with internal & external stakeholders
- Represent Abidjan Learning Hub, within the Abidjan office, the People Development Hub and with other departments and entities
- Promote the Learning and Development activities inside OCB and with counterparts
- Liaise with WACA and Dakar to identify opportunities for synergies and joint initiatives
- Ensures a broad understanding of the local and regional service providers linked to the People development activities and sets up, Analyze possibilities of collaboration and partnerships

Expériences / Formation
REQUIREMENTS
Education & Experience
- University degree in education, adult learning and humanitarian action or equivalent experience
- Minimum 3 years of professional experience in team management with a participative approach
- Additional education or experience in Digital Learning Program Design, Change Management, coaching or equivalent is considered an asset
- Experience in a coordination position within MSF or another INGO is a strong asset

Salaire
CONDITIONS
Expected starting date: Early January 2026
Location: based in Abidjan (Ivory Coast)
Contract type: Fixed-term contract – full-time (100%)
Contract duration:12 months (extendable)
Mobility: up to 2-3 annual travels to Brussels and within the region
- The contractual conditions will be established based on candidate residency and administrative constraints (work permit, etc.) and in respect of MSF function grids and salary policies
