Reporting and Grants Officer – Ukraine

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 13 countries in Africa, Asia, Europe and the Middle East.

Presentation of TGH mission

TGH has been operating in Ukraine since June 2016. At the early stages, based in Kramatorsk, it supported the most vulnerable populations affected by the conflict in the Donbass region through protection assistance.

From February 2022 to October 2024, TGH established four operational bases in Dnipro, Vinnytsia, Cherkasy, and Lviv, delivering humanitarian aid through Protection activities (Case Management, Legal Aid and PSS), and Basic Needs (MPCA, Shelter, WASH), reaching a peak of about 17MEUR budget in two years.

Starting from October 2024 TGH has been focusing on Protection and Shelter in the Eastern region, supporting people in need in the Dnipropetrovska Oblast, Kharkivka Oblast, Donetska Oblast (GCA) and Zaporiska Oblast from its operational base in Dnipro and its coordination office in Kyiv, through direct and indirect implementation.

As a global nexus specialist, in parallel, TGH is also aiming to scale-up its recovery/ resilience program in the Central/ Western regions.

Job description

Under the management of the Development & Quality Coordinator, and in coordination with the Country Director / Country Representative, the Reporting and Grants Officer supports the mission on writing grant applications and reporting to donors and other stakeholders.

She/he contributes with the Development & Quality Coordinator to improve reporting of data from the fields and to ensure quality program monitoring systems.

She/he participates in capacity building for staff and partners by providing training on reporting and donors’ rules.

Line-manager: Development & Quality Coordinator

Department: Development & Quality, in charge of project development, fundraising and compliance to donor and humanitarian standards. Under the guidance of the Country Director / Representative and in close coordination with the MEAL teams and the Program management on the field.

Line-management: none.

The main responsibilities include:

 Program management and reporting

  • Work with the Program team and the national partners to prepare concept notes and grant proposals as well as mobilizing funds.
  • Work with the Program team and the national partners to write intermediate or final report for donors.
  • Prepare or assist program staff to prepare regular program reports for donors and partners as required. Respond to internal and external requests for reports and information about programs.
  • Ensure proper archiving of all program documentation related to grants department functions
  • Ensure compliance of reports with donors’ guidelines (structure, content, lay-out), in coordination with the other departments.
  • Ensure updated reporting and proposal development schedule for the mission to and from HQ.
  • Ensure good collaboration with HQ for grant development, seeking technical inputs for proposals and review of mission activities, update of grant products such as donor mapping, donor brochures, etc.

MEAL

  • Support the Program Team in the monitoring of progress on project indicators and outcomes, ensuring compliance with donor’s requirements and sector standards.
  • In coordination with MEAL department and following Development & Quality Coordinator’s guidance, contribute to the improvement of comprehensive program monitoring systems ensuring that monitoring data are feed into management decisions and used in program management.
  • Upon request, conduct field visits for data collection and capacity building of field teams and partners.

Partnership

  • Following Development & Quality Coordinator guidance, assist partner staff with understanding TGH required policies and procedures as per the project agreement and best practices (procurement, financial reporting, safeguarding, etc.).
  • Liaise with Finance department on the monitoring of actual projected spends, expenditure per budget lines, financial records – raise up any flag when needed.
  • Maintain tracking of planned, active, and closed partner projects in electronic and hard copy, ensuring all documentation in place.

Internal coordination

  • Participate in weekly/fortnightly internal coordination meetings.
  • Support partners team by providing monitoring tools and reporting templates to follow-up the project.

Representation and external coordination

  • Upon Country Director / Country Representative and Development & Quality Coordinator request, represent TGH in UN sector meetings, government coordination meetings and other programming forums in Ukraine

Communication

  • When needed, support development of communication documents with the Communication officer.

Security, working and living conditions

Despite the fluctuating security situation in Ukraine, the environment in Kyiv is relatively calm and travel on foot or by taxi is permitted in the city center and it is possible to go out in bars, restaurants. There is a curfew in place from 24:00 to 05:00 according to the martial law in force in the country. TGH team works in the city center. Accommodation in Guest Houses. Access to good internet connection in the offices and accommodations.

Expériences / Formation

  • University level degree in political sciences, project management, humanitarian affairs or social sciences.
  • Previous experience in grants management or project management.
  • Knowledge of procedures of main donor agencies: ECHO, USAID/BHA, CDCS, Country Pooled Humanitarian Funds, UN Agencies or others
  • Excellent communication and writing skills in English, knowledge of Ukrainian and/or Russian is an advantage
  • Autonomy and rigor. Developed skills for work organization and tasks prioritization
  • Proficient user of MS Office pack. Knowledge on data treatment and GIS software will be positively considered
  • Strong interpersonal skills and demonstrated ability to work effectively on a team

Salaire

Location: Ukraine – based in Kyiv.

Duration: 05 months renewable, starting July 2025

Conditions: Salaried contract, gross monthly salary from €1,802 to €2,266 according to experience, monthly per diem €600, medical coverage of 100% + repatriation insurance + provident fund, accommodation in Guest House (two / three rooms apartments), international and local transportation as part of the mission, break every 3 months. No family duty station.
