Program Manager – Ethiopia

Organization

3iS is a non-for-profit organization that provides information management services to humanitarian and development organizations. Through information management, we help our partners target assistance to the world’s most vulnerable populations, and we support local authorities and institutions to enhance their capacities and become autonomous in their internal data and information management activities.

Scope of Work

The Program Manager (PM) acts as the senior management position in the country. S/he has supervisory and managerial responsibility for all in-country personnel, programs and policies. The PM is responsible for representing the organization in front of local authorities, local and international partners and to develop the portfolio of the organization in Country. Working closely with the Headquarters (HQ) team, the PM ensures that country program operations meet the highest standard and are aligned with regional and global strategies. In Ethiopia, the PM will have the responsibility of managing an ECHO funded project. This project is currently funded till the end of December 2025 with a potential extension. The PM for Ethiopia shall work under the direction of the Operations Director in HQ.

Description of Duties

Team Management

  • In Coordination with HQ, structure the country office team in an efficient manner, ensure the HR structure is updated and responding to programmatic and strategic needs, participate in recruitments and ensure regular performance evaluation of personnel.
  • Ensure personnel apply policies and pursue the highest standards in their daily work, create and develop an organizational culture of accountability, responsibility and quality of services.
  • Create a positive, engaged and constructive working environment.

Technical Management

  • Ensure quality IM products and services are provided by the 3iS team in Addis Ababa.
  • Support and cochair the Ethiopian IM working in group in close collaboration with UNOCHA and participate within the assessment and analysis working group.

Programmatic Management, Reporting, Monitoring and Evaluation

  • Be the PM of the ECHO-funded project and lead its consortium
  • Ensure programs are implemented following 3iS and international standards and in line with the planned project, ensure internal MEAL guidelines are applied.
  • Ensure programs’ reporting to donors and internal reporting is aligned with donors’ and 3iS rules and regulations.
  • Ensure relations with donors are positively maintained.
  • Raise to HQ any challenge which could be detrimental to the program or to 3iS presence in the country.

Representation

  • Represent 3iS with national and international stakeholders in the country and when requested abroad (for specific program development opportunities as well as for representation with donors’ HQ).
  • Hold the Power of Attorney (PoA) for the organization in Ethiopia.

Strategy and Programmatic Development

  • Develop the Ethiopia country strategy for the organization (program development and stakeholders’ engagement strategy), in coordination with HQ and through consultation with local and international key stakeholders.
  • Work to identify and evaluate new programmatic and partnership opportunities, work to develop new proposals, and respond to RFPs in close coordination with HQ.

Fiscal, Compliance Management and Accountability

  • Line manage the Finance/HR team.
  • Coordinate with the finance focal point to ensure adequate financial management of the country office in terms of cash flow, including programmatic forecasts and expenditures updates.
  • Ensure segregation of duties is in place as well as the application of 3iS policies in terms of financial/HR and administrative management.
  • Ensure alignment with local law rules as well as with donors and 3iS rules and regulations.

Communication, Security and Logistics

  • Line management of the Security and Logistics team.
  • Ensure security plans are in place and logistics regulations are respected.
  • Regularly report to HQ context developments which could impact 3iS presence and security of its teams on the ground.
  • Ensure timely reporting of security incidents based on 3iS rules and regulations.

Accountability to Beneficiaries

3iS’ personnel is expected to respect principles of accountability to beneficiaries of 3iS programs, in line with international standards while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of field projects.

Expériences / Formation

Education

  • A university degree in Business Administration, Project Management, Information Science or other relevant fields.
  • Educational or comparable experience in the field of IM is a plus.

Languages

  • English (fluent) – essential

Experience

  • Minimum 8 years of field experience in the humanitarian or development sector, with responsibility in management positions (country office management, field coordination or similar positions) preferably in the field of IM.
  • Previous experience in technical IM, data analysis and knowledge management.
  • Previous experience in managing program teams.
  • Previous experience in managing European donor funding.
  • Previous experience in relating to local authorities/institutions as well as with other stakeholders.
  • Previous experience in proposal development, representation and strategy development.
  • Knowledge of the country context and/or regional context is an asset.

Salaire

  • Type of contract: international expatriate consultancy (including expatriation benefits)
  • Duty station: Addis Ababa, Ethiopia
  • Fees: 6,500-7,000 Euros (basic) + expatriation allowance
  • Expected start date: as soon as possible (project ending in December with the possibility of renewal)
