Finance coordinator (F/H) – Nigeria

For more than 40 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM is active in North-East Nigeria since 2016. The program is implemented around the main following components:

  • Access to primary health care
  • Nutrition treatment (severe acute malnutrition)
  • Gender based violence survivors’ treatment
  • Mental health and psychological support

MdM has its coordination office in Maiduguri, a field office in Maiduguri City, a field office in Damboa, a sub office in Damboa and a liaison office in Abuja. The team is composed of around 6 expatriates and 250 national staffs.

For now, MdM is running directly 3 clinics in Maiduguri: Garba Buzu, Kawar Maila et El Meskin in informal IDP camps. In Damboa, a field team has been in place since June 2017 where MdM  is running two fixed clinics in two IDP Camps. In addition, MdM Damboa medical team is semi-remotely supporting 2 health posts outside Damboa town in Azir and Gumzuri villages.

Untill recently MdM’s intervention was pretty much emergency oriented, with five MdM runned clinics plus an emergency response team (ERT) for rapid response to sudden population displacements and cholera outbreaks. Currently the mission is shifting its logic of intervention towards a Nexus approach: ERT team doesn’t exist anymore and we are slowly shifting from substitution programming (MdM clinics) to the support to State MoH health facilities in a bid to foster sustainability.

At the same time, a new crisis has arisen in North-West Nigeria in link with massive banditery acts and farmers/herders conflict dynamics. Two needs assessments have been conducted by MdM teams in Zamfara State in 2021 and even though we are not planning to be operational in this area in the coming months, we keep a close eye to the developmentrs in this region and start to work on our access strategy. This could lead to a scale-up in MdM’s humanitarian operations.

 

Job description

Under the supervision of the general coordinator, you lead on enhancing financial and administration quality, accountability and learning systems of MdM interventions in Nigeria. You support the coordination team and field teams in strengthening financial monitoring and learning processes and tools.

 

More specifically, your main responsibilities are:

Strategic financial planning, effective budget and financial management

  • Monitor overall budget consumption according to donors’ constraints and update regularly the Budget Follow-Up (BFF) tool on a monthly basis,
  • Provide reliable informations on budget consumption and forecast,
  • Be responsible for financial datas’ management, coding tables and allocations, updating of the Excel tool so as to ensure its reliability and its comprehensiveness so as to be able to make costs analysis and help with decision,
  • Support the General Coordinator on strategic direction of the country mission’s funding plan, operating budget and risks management,
  • Take initiatives to build or enhance sound financial management and streamline / rationalize operational spendings for cost accounting purposes,
  • Prepare, revise and maintain Country Mission Operating Budget and grant proposal budgets per assigned grant portfolio,
  • Work with  all departements  in preparing and/or revising grant budgets to support new proposals or realignments to ensure adequate coverage of country operating costs and headquarters costs,
  • Effect updating of grant pipelines and monthly projections per assigned grant portfolio and to propose and prepare budget revisions, as necessary,
  • Identify and analyse any discrepancy and suggest solutions.

 

Treasury and accountancy

  • Ensure the soft accountancy of all sites for both accounting & donor allocations,
  • Ensure and guarantee the cash provision and safe management across the different programs / bases,
  • Assess the needs for the projects for the coming months, compile fund requests from each department to monitor cash flow management and submit it to HQ in good time,
  • Ensure that payments are made in a timely and secure manner across all the country operations,
  • Update and implement the cash management protocols,
  • Coordinate the closure of monthly accountancy in coordination with HQ,
  • Ensure all bank transactions in line with internal policies and procedures.

 

Team management

  • Overall responsibility of the finance departement including the HR sizing,
  • Supervise the overall recruitment and training of the finance department staffs,
  • Supervise the finance team in line with MdM Nigeria HR policies and procedures,
  • Support and provide advice to the finance team and to other departments to ensure full understanding of their responsibilities regards finance management,
  • Conduct regular perfomance appraisals of direct reports,
  • Train and build capacities of staffs in the department making use appropriate resources / strategies.

 

Coordination, partnership and capacity building

  • Coordinate closely with the HR Coordinator on all HR matters such as Labour Law regarding salary payments and deductions,
  • Participate to the monthly grants review meeting, provide financial information to the coordination team  both proactively and upon request in order to monitor  projects budget spending plan for program,
  • Organise BFF meeting on a monthly basis, share monthly BFF with program and support teams and effective corrective actions on all discrepancies / issues found thereof,
  • Ensure when needed and by delegation of the general coordinator the representation of MdM in front of donors,
  • Liaise with INGO Finance Directors in-country and actively participate in interagency coordination meetings,
  • Provide strong oversight and support to MdM local partner / sub-grantee’s activities, including compliance with donor regulations and capacities building,
  • Ensure the proper e-archiving of the partners financial reports and accountancy,

  • Provide capacity building to MdM local partner in Nigeria to ensure full understanding of the financial responsibilities,

PROFILE

  • Bachelor’s degree in Business Administration or related courses
  • Minimum 4 years professional experience in this field, preferably in an international NGO with multi-donor budgets
  • Analyse significant discrepancies between forecasts and actual records, interpret them, contextualise them, identifying the causes and risks, warn
  • Analyse and communicate accounting and budgetary information
  • Optimise a financial package
  • Read, construct and analyse a budget and carry out budget monitoring
  • Create and lead a financial training session
  • Demonstrated team management skills in a multicultural working environment
  • Training and capacity-building experience
  • Strong interpersonal and leadership skills, cross group collaboration compliance, proactive and innovative approach
  • Strategic thinker with excellent good problem solving, decision making and follow -up skills
  • Very strong proficiency in Excel,
  • Knowledge in SAGA would be an asset
  • Languages: fluent English mandatory (oral and written). Knowledge of the country languages such as Hausa or French would be an asset

CONDITIONS OF EMPLOYMENT

  • Starting date: June 1st, 2024.
  • 12-month contract
  • Gross monthly salary: €3,306
  • Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
  • Expatriation bonus (10% gross salary per month)

  • 22.5 recovery days per year
  • 5 weeks of paid leaves per year
  • Health insurance (60% covered by MdM and 40% by the employee)
