General context of the project
The fighting inside Sudan is having devastating humanitarian effects both inside the country and in the wider region. Sudan faces a complex set of challenges, including ongoing conflict, economic difficulties, and the weakening of critical infrastructure in areas like healthcare, banking, and telecommunications.
As of February 21, 2024, the number of internally displaced persons (IDPs) due to persistent clashes between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) has reached a total of 6,326,416 individuals (1,261,060 households).
These figures make Sudan the country with the highest number of IDPs in the world.
The humanitarian situation across all 18 Sudanese states remains dire, with over 24.8 million people in need of assistance.
INTERSOS first operated in Sudan in 2004, primarily in West Darfur State (Genina, Habila, Forobaranga, Garsila, Um Kher) and Khartoum, partnering with the Italian Cooperation, UN agencies, and ECHO in the sectors of Protection, WASH, and Food Security. The mission was closed in 2015 due to a decrease in humanitarian needs.
Despite this, INTERSOS has continued to support Sudanese refugees in neighboring countries by providing humanitarian assistance.
Given the renewed deterioration of the humanitarian situation, INTERSOS reactivated its presence in Sudan to respond to the crisis in the country.
This AICS project, in consortium with CESVI, aims at improving the health and hygiene situation in the Red Sea State, by reinforcing access to inclusive and quality health services and by strengthening the protection of the most vulnerable people by preventing the break-out of hygienic-health epidemics.
General purpose of the position
The aim of the position of Emergency Activities Referent is to ensure the effective and qualitatively compliant technical implementation of the AICS project, in a highly fragile and unstable context such as that of Sudan.
Main responsibilities and tasks:
The Emergency Activities Referent will be responsible for the technical supervision of the field activities, with particular reference to the health component, providing methodological and operational support in close coordination with the Head of Mission and the technical health team.
He/she will have an active role in guiding the planning, adaptation and monitoring of health activities, ensuring compliance with international humanitarian standards and adequacy with respect to the local context.
He/she will directly supervise the implementation of health activities and the related personnel, ensuring the correct functioning of the services and integration with the other operational components of the project. He/she will also take care of the technical coordination with other interventions underway in the area and will maintain regular dialogue with the Italian Agency for Development Cooperation (AICS), ensuring coherence and strategic alignment.

Expériences / Formation
Education
- Bachelor’s degree in Political Science, Economics Internal Relations or similar domains.
Professional Experience
- At least 2 years of previous experience in the management of humanitarian projects. Previous experience in management of AICS-funded projects in humanitarian contexts is considered an asset.
Professional Requirements
- Experience in complex emergency setting and insecure countries.
- Administration, finance and budget management skills.
- Essential computer literacy (word, excel and internet).
- Analytical thinking, analysis capacity and strategic program development skills.
Languages
- Italian native speaker.
- Fluency (written and spoken) in English.
