Director, Health Systems

JOB SUMMARY
The Health Systems Director serves as International Medical Corps’ (IMC) senior lead in health systems development and leads IMC’s transition to development for health system strengthening, while continuing to support the existing footprint of humanitarian delivery. The HS Director will lead the vision, strategy and provide hands-on management for delivery of IMC’s health program.
The Director also provides the technical leadership and oversight of the mission’s Quality Assurance (QA) for health program delivery in line with globally recognized and IMC internal minimum standards and health sector guidance. They will also coordinate closely with the mission’s senior leadership and the organization’s global operational, technical, and program teams. They must have an appropriate balance of strategic visioning, technical leadership, program quality and coordination oversight, interpersonal skills, and relevant experience.

MAIN TASKS AND RESPONSIBILITIES

Technical and Program Leadership

  • Provide leadership and conceptual guidance for IMC’s health portfolio a cross the country mission.
  • Lead the development of IMC’s health systems and health service delivery strategy that meets both IMC’s and the donor’s/beneficiaries’ goals.
  • Provide hands-on leadership for the execution of IMC’s overall health strategy, work plans and budgets to achieve project results, including the day-to-day management and operations.
  • Provide technical direction and oversight in the design, implementation, and monitoring of all health programming, that ensures the project’s implementation and management plans are consistently technically sound and aligned to the aims of project objectives, needs identified, and expected results.
  • Supervise and support the Medical Coordinators to deliver integrated, timely and quality implementation of all health programs in compliance with established procedures, best practices, working closely with the Program Director and Field Teams.

Program Quality

  • Lead IMC’s health program to achieve high quality through rigorous application of measurement, evidence use, innovation and adaptive learning a cross the design and delivery of the health services and systems building interventions.
  • Lead health systems ‘quality assurance’ at all stages of the program cycle that includes development and roll out of minimum standards, SOPs, and tools to capture best practices and regular reviews using ‘data for decision making’ learning and adaptive learning for continuous quality improvement.
  • Lead collaboration and coordination across IMC Ukraine and in collaboration with global technical advisors to ensure results-oriented directions, targets, deliverables, internal control standards, and measurement plans are technically sound, adhered to, and aligned with project requirements.
  • Ensure accountability to affected populations, protection and all cross cutting related themes are integrated across the program.

Senior Coordination and Representation

  • Manage and build health partnerships and linkages with other organizations (UN agencies, NGOs), academic institutions and private sector, to advance health systems strengthening and to leverage promising results to scale program coverage to meet the primary goals of the beneficiaries/donors.
  • Represent International Medical Corps and contribute both thought leadership and technical expertise in relevant local, regional, and international technical networks, working groups and with partners.
  • Explore, design, and execute research opportunities with mission-aligned partner organizations.
  • Represent International Medical Corps’ country health portfolio; facilitate and ensure internal cross-departmental support consistently meets the needs of the project and its team; cultivate and maintain positive working and dotted -line relationships with relevant International Medical Corps’ staff across relevant departments such as International Programs, QARI (Technical Unit, M&E and REL), Grants and Contracts Managements, Global Communications, and more.

Human Resources Management

  • Lead and supervise the health team, including providing leadership and building capacity across core project staff to ensure program delivery targets are on track and meet IMC’s global technical quality standards, and ensuring they are delivered on time and within budget.
  • Develop support strategies for staff, foster teambuilding, and introduce principles of self-care.
  • Provide supportive and constructive feedback and conduct regular performance appraisals.

Security and Conduct

  • Provide leadership for the coordination of the project with the global and mission-level lead safety and security focal points; ensure that the project’s implementation strategies and risk mitigation approaches align with IMC’s safety and security plans.
  • Contribute to the positive image and overall credibility of the project and organization, notably through adherence to the Code of Conduct and Ethics, including compliance with anti-harassment, safeguarding, and PSEA policies.
  • Lead the effective implementation of and adherence to all International Medical Corps’ policies and donor’s requirements across IMC-led interventions.

MINIMUM QUALIFICATIONS AND EXPERIENCE

  • Typically, a master’s degree in public health, any field of medicine, health economics, public policy, or a related field.
  • Ideally 10+ years of relevant and progressive experience managing high-value, complex, multi-year, multi-partner projects implemented in international development, Health System Strengthening (HSS) and/or humanitarian health settings, including at least 7 years in a senior-level position providing technical assistance and managerial oversight.
  • Demonstrated experience designing and managing projects with focus on health service delivery and health systems strengthening.
  • Demonstrated strategic thinking, creativity, acute problem solving, and analytical skills.
  • Depth and breadth of management expertise and experience, a solid professional reputation, strong interpersonal and communication skills, and professional relationships to fulfill the requirements of this senior level position.
  • Strong level of technical and/ or managerial knowledge, skills, and experience to provide technical guidance and management related to the health portfolio.
  • Experience providing technical direction, assistance, and oversight for project implementation, measuring performance against targets, and leading any necessary training and mentoring staff, partners, and key stakeholders.
  • Experience leading and/or supporting health sector initiatives, reflecting a deep understanding of the technical priorities in conflict and early recovering settings.
  • Demonstrated experience managing teams, employing both in-person and remote management approaches to supervision of staff in various locations.
  • Familiarity with European and US donor rules and regulations, including monitoring related compliance and mitigating risks.
  • Fluency in written and spoken English required; local language skills relevant to country mission is a plus.
