Organization Background
Founded in 2011, the International NGO Safety Organisation (INSO) is an international NGO that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations, and training.
INSO provides daily support to more than 1,200 NGOs operating in 20 of the world’s most insecure countries. INSO is registered in the Netherlands, with its headquarters based in The Hague, the international city of peace and justice.
Job Summary
As the Deputy Director of Human Resources, you contribute to the development and execution of INSO’s global HR agenda, while overseeing the consistency and quality of HR practices across country offices. This role ensures compliance, employee well-being, internal mobility and staff development, while aligning HR systems with organizational priorities. In this role, you acts as deputy to the Director of Human Resources and will contribute to strategic planning, project coordination and leadership of the global HR team. This position reports to the Director of Human Resources and is based at our HQ in The Hague, Netherlands.
Key Responsibilities
- Line manage and guide Human Resources Advisors (HRAs) to support Country Offices.
- Lead the HR business partnering model across countries and regions.
- Support the Director of HR in strategic planning, budgeting, and team coordination.
- Oversee implementation of global HR initiatives and cross-departmental projects.
- Ensure HR compliance across national labor laws, contracts, and benefits.
- Support international staff benefit management in collaboration with HQ.
- Drive career progression frameworks, including learning & development and staff mobility.
- Handle complex HR matters such as disciplinary cases, restructures, and safeguarding.
- Promote consistent performance management using the POR system.
- Oversee HRIS implementation, audits, reporting, and data compliance for Country Offices.
- Analyze turnover, mobility, and staff feedback to inform HR strategy and improvements.
Expériences / Formation
Requirements
- 7+ years of senior HR experience in humanitarian or INGO settings.
- 4+ years in a regional or HQ HR leadership role, with team management experience.
- Strong knowledge of employee relations, labor law, and safeguarding practices.
- Experience in compensation, benefits, and international HR frameworks.
- Demonstrated leadership in policy development and system implementation.
- Familiarity with HRIS platforms.
- Experience in learning and development and staff mentoring.
- Master’s degree or requisite experience.
- Fluent English (written and spoken).
Desirable
- HR certifications (e.g., CIPD, SHRM, HRCI, HRPA).
- Fluency in a second language (French, Spanish, Arabic).
- Experience with INSO or a similar international organization.
- Background in HR training, mental health, or psychosocial support.

Terms & Conditions
Fixed-term (renewable) full-time contract based in The Hague, Netherlands, 6,750 EUR gross salary per month, 8% vacation pay (vakantiegeld), 2.5 days annual leave per month. We provide basic premium ONVZ health insurance to you and your dependents. This position is eligible for a Highly Skilled Migrant visa and relocation allowance.
