Country Manager – HONDURAS

JOB CONTEXT:

On the continent, HI is present in Bolivia, Colombia, Cuba, Ecuador, Haiti, Peru and Venezuela, implementing projects at national and regional level. As part of our strategy we are also analyzing operations in Central America (Costa Rica, El Salvador, Guatemala, Honduras, Panama). The projects implemented by HI or through its partners in Latin America are organized along three axes: (i) health (mental health and psycho-social support, rehabilitation, sexual and reproductive health and rights, protection against gender-based violence), (ii) protection (protection against violence, inclusive risk management, humanitarian demining and integrated mine action, mine risk education, victim assistance, conflict transformation); (iii) inclusive education and sustainable livelihoods (inclusive education, economic and financial inclusion).

HI implemented several contracts in Honduras between 1999 and 2010, in the areas of community-based rehabilitation (CBR), inclusive education, early detection, inclusion of persons with disabilities in inclusive disaster risk management. Honduras was then part of a Central America regional program, with operations in Nicaragua and El Savador too. In 2021, after a needs analysis, HI decided to reopen its operations in this country. HI’s in-country operations could focus on: Emergency response, supporting vulnerable people and protecting their fundamental rights in context of disaster, violence and poverty; Response to migration situation, including access to livelihoods, health, MHPSS and protection services; Inclusive disaster risk management, based on HI previous experience in LAC; Support to civil society support and local authorities on inclusive policies and data; and Economic Inclusion for vulnerable people with disabilities

Currently, it has no permanent staff but technical assistance activities are implemented through missions. HI is providing technical support on disability inclusion to a consortium in Honduras, Guatemala and El Salvador.

 

YOUR MISSION:

Reporting to the Regional Director – Latin America, the Honduras Country Manager contributes to the implementation of Humanity & Inclusion’s mandate and strategy within his/her geographical scope, which may include identification, planning and supervision on interventions in other countries of Central America. He/she ensures the optimal quality and impact of the projects implemented in his/her country by means of a delegation system with appropriate control mechanisms. With all HI Directors and through paradigm changes, he/she shares responsibility for the sound management and effective functioning of the global organization.

General mission: The Country Manager is the legal representative in the country for the whole of HI, both internally and externally, and promotes the excellent reputation and positive image of HI.

  • He/she is responsible for developing and implementing the project part of the Regional Division operational strategy for the country in which he/she is based.
  • He/she contributes to organizational transformation in line with the Simplification, Shared Services and ROOTS projects. In the event of an emergency, he/she takes responsibility in accordance with the response framework defined.
  • Under the guidance of the Technical Unit, Program Unit, HAS unit and Support Service managers, and deploying all appropriate tools, he/she ensures the monitoring of operations in the country, as well as financial control, compliance with HI policies and frameworks and respect of contractual engagements towards donors.
  • He/she actively monitors and analyses developments in the context of his/her geographical area to identify risks and opportunities and proposes actions to the Regional Director. If agreed upon, also on identification, planning, implementation in other countries of Central America.

 

Responsibility 1: Management

  1. Is the manager (direct report) of an operational team composed of the country’s project managers.
  2. Steers organizational transformation, through managerial and work practice change and continuous improvement of working processes.

 

Responsibility 2: Contribution to the program’s operational strategy and HI frameworks & regulations

  1. Contributes to the development of the program’s operational strategy, and its implementation and annual monitoring for his/her country, in liaison with the Regional Director.
  2. Implements the project part of the program’s operational strategy, including fundraising and resource planning.
  3. Ensures the deployment of and compliance with HI’s global frameworks, institutional policies and Standards.
  4. Ensures financial control and monitoring of projects under his/her responsibility
  5. About potential opportunities and risks, contributes to the monitoring and analysis of current developments in the country, in liaison with the Regional Director.

 

Responsibility 3: Legal representative

He/she is the legal representative in the country for the whole of HI, both internally and externally, and promotes the excellent reputation and positive image of HI.

Expériences / Formation

  • You hold a master’s degree in development study, international development, Disability and Rehabilitation or another relevant field.
  • You have at least 6 years of professional experience in humanitarian / emergency contexts, including 4-5 years in Senior Management of field bases or programs and security management and/or context analysis.
  • Fluent written and oral communication in English is mandatory.
  • You are capable to negotiate and represent HI internally and externally, network and fundraise.
  • You are well organized, flexible, motivated, and able to work under pressure.

  • 3 years International contract starting in June 2024

  • Salary from 2986 € gross/month upon experience
  • Perdiem: 590,98 € net/month – paid in the field
  • Paid leaves: 25 days per year;
  • R&R: 1 day per month

    • Payment for travel costs (air ticket & visa) and transport of your personal effects
    • Child allowance of 100€ per month, per child (from the second child) paid in the field
