Organization Background

Founded in 2011, the International NGO Safety Organization (INSO) is an international NGO that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts.

INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations, and training. INSO provides daily support to more than 1,350 NGOs operating in 22 of the world’s most insecure countries. INSO is registered in the Netherlands, with its headquarters located in The Hague, a city renowned for its international focus on peace and justice.

INSO Central African Republic

INSO established its mission in the Central African Republic (CAR) in 2014, in response to the widespread violence that erupted following the 2013 Seleka coup. Today, the mission supports nearly 100 national and international NGOs from its national office in Bangui, maintaining a high level of mobility across the country.

Since the beginning of 2025, the number of incidents affecting humanitarian personnel has seen a significant decline. CAR is now transitioning from emergency response towards early recovery and development, amid a marked decrease in humanitarian funding. In this shifting context, INSO continues to play a critical role, providing NGOs with timely analysis, expert guidance, training, and coordination services in a still fragile and complex operating environment.

Job Summary

As INSO’s Country Director in CAR, you will lead a dedicated team delivering vital safety and security services to the humanitarian community. You will set the mission’s strategic direction, ensure operational excellence, foster strong donor and stakeholder relationships, and uphold INSO’s principles in a complex and dynamic environment

Key Responsibilities

Strategic Leadership

  • Drive the mission’s strategy in line with evolving humanitarian needs.
  • Lead the senior management team, aligning program, operations, and finance functions.
  • Manage resources transparently, ensuring compliance with INSO and donor requirements.
  • Safeguard staff, assets, and program delivery in a challenging security environment.

Representation & Influence

  • Promote INSO’s values of independence, impartiality, and neutrality in all engagements.
  • Maintain and grow relationships with donors, securing funding for mission sustainability.
  • Position INSO as a trusted, credible voice in safety, security, and humanitarian access forums.

Program Excellence

  • Ensure service delivery meets or exceeds program objectives.
  • Provide senior humanitarian actors with strategic analysis to guide decision-making.
  • Lead crisis management support to NGOs during emergencies.

Expériences / Formation

  • 3–5 years’ experience as an NGO Country Director or senior leader in conflict/post-conflict settings.
  • Fluent French and strong English proficiency.
  • Proven record managing multi-donor programs and complex budgets (ECHO, SDC, USAID-BHA).
  • Exceptional analytical, representational, and partnership-building skills.
  • Deep understanding of humanitarian safety, access, and civil-military coordination.
  • Master’s degree or equivalent experience in a relevant field.

Salaire

12-month renewable contract. €6,500 per month salary, 4 calendar days annual leave per month and 7 days of R&R every 2 months with a €1250 R&R allowance each cycle, global medical coverage (excluding USA), AD&D coverage.
