The application shall include:
- The CV of the Consultant and/or consultancy team
- A Cover letter highlighting the consistency of the experience & profile in line with the terms of references (ToR)
- A technical proposal related to the service requested
- A financial proposal: Price per day, as well as other associated costs
- For Consultancy firms, the following must also be included:
- CVs of the team of consultants
- A valid Business Registration
Based on the following weighted selection criteria, applications that meet the minimum administrative and technical requirements will be considered and evaluated further
▪ Price- 40 % weight
▪ Qualification – 60% weight
- Including 30% experience / expertise
- Including 25% relevance of technical offer to TOR / deliverables
- Including 5 % consistency of budget with proposed technical offer
Applications that do not meet the minimum administrative & technical requirements will be considered as non-compliant with HI requirements and will not be evaluated further.

Due Diligence
For selected consultants based on the comparative analysis:
- HI verify that the Consultant(s) are not on donors’ sanctions lists and will thus require the NRC of all consultants (in case of consultancy firms) if not previously submitted.

Expériences / Formation
Minimum technical requirements are as follow:
- Minimum of three years of professional work experience in the design of communication materials
- Working experiences in HMA, EORE or CPP will be a strong added value
- Having experience in working with humanitarian organisations, organizations of persons with disabilities, and previous working experiences with HI will add value.
- Providing examples of communication materials developed previously by the consultant will be highly appreciated.

- CONTEXT OF THE MISSION
Humanity & Inclusion (HI) is an independent and impartial aid organization working in situations of poverty and exclusion, conflict, and disaster. HI works alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions, and promote respect for their dignity and fundamental rights. HI works to meet the needs and defend the rights of children, women, and men with disabilities. In emergencies, Hl’s mandate widens to target the most vulnerable groups within any population, to ensure their equal access to appropriate relief aid.
Today HI operates in over 60 countries, with armed violence reduction projects in 24 countries, working in extremely fragile settings such as Palestine, Ukraine, Syria, Iraq, Yemen, and Afghanistan, as well as in countries affected by legacy explosive ordnance (EO)/mine contamination such as Senegal, Colombia, and Lao PDR. HI is a unique organization with technical expertise in four of the five pillars of mine action: land release and clearance, risk education, victim assistance and advocacy.
Explosive Ordnance Risk Education (EORE) activities seek to reduce the risk of death and injury posed by weapons, mines and other Explosive Remnants of War (ERW). Conflict Preparedness & Protection (CPP) aims to provide the knowledge and means of protection to reduce the risks of accidents during an armed conflict by preparing a plan of action before, during and after an armed conflict. It is focusing on how to protect people from the use of explosive weapons with wide area effects, but other types of armed attacks (such as the use of incendiary weapons or shootings) can be considered in CPP messages
EORE and CPP involve raising awareness of all members of affected communities according to their different gender, status and exposures to the danger posed by such explosive hazards. In addition, HI promotes behavioural change via information for the general public, community-based risk education and training activities. Our actions aim to support individuals and communities to find suitable and safer alternative solutions to improve their safety and security.
- OBJECTIVES OF THE MISSION
- To develop Information, Education and Communication (IEC) materials for the implementation of Explosive Ordnance Risk Education (EORE) and Conflict Preparedness and Protection (CPP) activities in emergency settings.
- To train key HI staff on how to make simple edits in the deliverables mentioned below.
- DELIVERABLES
The deliverables shall include:
- At least one flyer with CPP messages
- At least one poster with CPP messages
- At least one flyer for EORE in the context of environmental hazards.
- At least 6 social media posts (3 on CPP, 3 on EORE)
- At least one child-friendly IEC material (for example, stickers for notebooks, but the format can change depending on discussions with the consultant).
All deliverables shall be developed in English and in Arabic.
All deliverables shall be inclusive.
At least deliverables 1, 2, and 3 shall be developed in 4 versions (African environment, Middle-East environment, South-East Asia environment, multicultural environment).
The use of icons and other non-written communication will be preferred to text in all deliverables.
All deliverables shall be provided in an editable version.
All deliverables shall be sensitive to copyrights.
In addition to the deliverables mentioned above, a short training session shall be provided to key HI staff. The training will aim to enable HI’s key staff to make small edits/adjustments to the IEC materials developed.
- WORKPLAN
The duration of consultancy services will be effective starting as soon as possible, until 19th December 2025. It is expected that the Consultant propose the number of days required to perform the tasks, and the associated costs. The work plan should give a clear description of how the consultant intends to approach the activities necessary for the service’s completion. The plan should indicate the rate of progress and/or level of completion of the service, including criteria and indicators for checking that it is proceeding as planned.
- BUDGET
The applicant shall provide the technical proposal and financial breakdown related to this service with detail descriptions including taxes. HI will not cover any additional payment that are not included in the proposal.
- CONTACT PERSON
During the performance of the service, the consultant will be required to work in liaison with Humanity & Inclusion’s teams, and notably with Mrs Sofia Cogollos and Héloïse Pihery, Global EORE Specialists, who will be his/her contact persons.
