Founded in 1950, Doctors with Africa CUAMM was the first NGO focused on healthcare to be recognized by the Italian government. It is now one of the leading organization working to protect and improve the well-being and health of vulnerable communities in Sub-Saharan Africa.
The NGO promotes long-term health cooperation projects, intervening also in emergencies to ensure that services are available to all.
Doctors with Africa CUAMM is currently active in 10 Sub-Saharan countries: Angola, Burkina Faso, Central African Republic, Ethiopia, Ivory Coast, Mozambique, Sierra Leone, South Sudan, Tanzania, Uganda.
The NGO supports public and non-profit hospitals, local districts, schools of nursing and midwifery, university faculties of medicine.
CUAMM’s action focuses on health system strengthening and targets the weakest population groups, particularly women and children. Interventions include prevention, screening and treatment programmes; development or strengthening of referral systems at community level; training of health staff; management support and technical assistance to local health institutions; field research.
CUAMM’s international and national staff work together on the front line to strengthen local health systems, in resource-limited contexts where the commitment and contribution of the individual can make a real difference.

Job position: Construction Expert
Location:Bossangoa and other areas of intervention in the country, CAR
Start date: ASAP
Duration: 12 months
Purpose of the role
Within a project on maternal and child health, the Construction Expert is responsible for the technical supervision of construction and rehabilitation works in Bossangoa and other areas of intervention of the NGO in the country, ensuring that they are carried out properly, on schedule and according to the required quality standards, guaranteeing the constant liaison between the field and the HQs technical unit.
Key duties
- Ensuring that the construction and rehabilitation activities are carried out regularly, in compliance with local regulations and the contract and according to the agreements with the authorities
- Checking that site operations and works are carried out in the agreed manner and timeframe, ensuring their technical quality and supervising work safety
- Monitoring the compliance with the agreed schedule annexed to the contract
- Working with local companies managers, providing technical support to on-site activities
- Identifying potential critical issues and site problems, analyzing and proposing solutions
- Liaising with all actors involved (project team, HQs technical unit, local authorities, suppliers, companies) in order to ensure the smooth running of activities and rehabilitation works
- Drafting reports on activities and progress
- Assisting in drafting the procurement plan and in the management of tenders, in collaboration with the HQs and the on-site team
- Supporting the proper management of contracts with companies and suppliers, guaranteeing their compliance with procurement procedures
- Verifying availability and good quality of materials and equipment provided by suppliers, coordinating local and international supplies
- Contributing to CUAMM facilities and offices maintenance
- Ensuring the availability of both technical documentation and documentation required for reporting purposes
Requirements
- University Degree in Architecture, Civil Engineering or equivalent title
- Excellent knowledge of French
- Solid professional experience in supervising construction and rehabilitation works with NGOs in fragile countries and/or low-resources settings
- Proven experience in logistics and procurement, managing tender in the field of construction/rehabilitation and good knowledge of related administrative procedures
- Proficiency in technical drawing software (AutoCAD, ArchiCAD, etc.)
- Knowledge of construction, safety and environmental standards
- Problem-solving aptitude and organizational skills
- Great communication skills and ability to work in multicultural team
- Adaptability to live and work in rural areas
Salaire
TERMS OF CONTRACT
Type of contract: collaboration contract
Salary: TBD according to NGO salary grids and compensation policy (basic salary for the job position, with possible increase based on professional experience, plus country risk allowance and rural hardship)
Rest days: 2.5 days for each month of work
Rest and Recuperation (R&R): 1 week of rest every 11 weeks of work, with allowance to cover costs
Flight ticket: one return flight at the beginning and end of the collaboration
Health issues: the NGO provides health insurance and covers vaccination costs
Visa and permits: the NGO bears the cost and paperwork for visa and work/residence permits
Accommodation: provided by the NGO, it is generally individual, depending on the logistical situation and the availability of accommodation in the workplace
Other costs: the NGO covers costs related to housing utilities and internet; food and personal expenses are covered by the worker
