Horizon Europe – Inclusion of persons with disabilities: autonomy, participation and quality of life| European Commission (EC)
Objective
This call aims to promote the autonomy, inclusion, and full participation of persons with disabilities through innovative, evidence-based policies and practices. Projects should contribute to at least three of the following outcomes:
- Develop policy models to enhance autonomy and freedom of choice for persons with disabilities;
- Support inclusion in education, employment, family life, leisure, arts, culture and sports;
- Explore the use of assistive and accessible technologies (including AI) for independent living;
- Compare the effectiveness of policy options using a person-centred, rights-based approach;
- Identify key actors (e.g. public bodies, civil society, private sector) and promote coordination between essential services (e.g. housing, transport, care).

Eligibility criteria
Open to legal entities established in EU Member States or Horizon Europe associated countries. Proposals must involve at least three independent entities from three different eligible countries.

Additional information
Proposals may focus on one or several types of disabilities and are expected to:
- Address systemic barriers to autonomy and social participation;
- Assess and support family carers’ roles and well-being;
- Explore inclusive housing models and transitions to independent living;
- Promote inclusive education, vocational training and open labour market participation;
- Include civil society organisations and persons with disabilities in co-design and implementation;
- Use FAIR data principles and, where relevant, link to European Research Infrastructures and the European Open Science Cloud;
- Consider intersectionality (e.g. age, gender, migrant background, ethnicity).
Projects are encouraged to build synergies with Horizon topic HORIZON-HLTH-2025-01-STAYHLTH-01 on the quality of life of persons with intellectual disabilities.
