INTRODUCTION
The Wildlife Conservation Society (“WCS”) is a New York not-for-profit corporation and is a tax-exempt organization as described in Section 501(c) (3) of the U.S. Internal Revenue Code. WCS’s charitable purpose is to save wildlife and wild lands through careful science, international conservation, education, and the management of the world’s largest system of urban wildlife parks.
The Wildlife Conservation Society (WCS) seeks an international consultancy firm to assist in the development of a community benefit sharing mechanism from climate or nature finance for the Nouabale Ndoki National Park in the Republic of Congo. This Request for Proposals (RFP) provides detailed information as to the project requirements and the desired qualifications of proposers.
OBJECTIVES OF PROJECT
The main objective of this consultancy is to provide a set of necessary and relevant information as well as proposals to guide the managers of the Nouabale Ndoki National Park in designing a community benefit-sharing mechanism within the framework of finance related to carbon or nature (REDD, Payments for Environmental Services, etc.) which is adapted to the local context (legal and socio-economic).

PROPOSALS SUBMISSION CONDITIONS & INSTRUCTIONS
- Proposal administration
All requests for clarification and questions concerning this RFP must be submitted in writing no later than the 15th of September 2025 via email to africaprocurement@wcs.org with a copy to sdirou@wcs.org & emwizerwa@wcs.org , please indicate “Clarification: CBSM Nouabale Ndoki” on the subject line. Responses, if determined appropriate by WCS, will be issued in writing to all known proposers.
- Proposal submission
All proposals shall be submitted as an attached digital file to the submission email including attachments, exhibits or appendices. Emails shall be submitted to: to africaprocurement@wcs.org with a copy to sdirou@wcs.org, please indicate “Proposal : CBSM Nouabale Ndoki”
Proposals must be received no later than 5:00 PM CAT, 30th of September 2025.
