  • 1) GENERAL PRESENTATION

 

Since 1984, the SOS Group has been a major player in the social economy in Europe. It develops and unites associations and social enterprises, linked by their social and environmental commitment.

The International Action sector is one of the 9 sectors of the GROUPE SOS. The organisations in the International Action sector (8 associations and 3 social enterprises) operate in 50 countries. The aim of the sector is to support the NGOs and social enterprises affiliated to the Group in their international development.

Part of GROUPE SOS Action Internationale, Planète Urgence is an international solidarity and development aid NGO created in 2000 and recognised as being of public utility. Its raison d’être is to empower men and women to preserve forests and biodiversity. The association therefore acts where deforestation is prevalent, close to biodiversity hotspots and where local populations are particularly vulnerable.

 

  • 2) PRESENTATION OF THE PROJECT

 

2.1 The context

Planète Urgence had a total of 78 employees on July 1st, 2025. The breakdown of staff by country is as follows:

The NGO operates in permanent countries through structures known as « National Delegations ».

Planète Urgence employs staff with a variety of statuses: staff on local contracts, expatriates, international solidarity volunteers (VSI), consultants, etc.

Labour law varies from one country to another (legal length of working hours, number of days off, compulsory information in the employment contract, etc.); it is therefore local law that applies in each country of intervention.

HR policy management is organised as follows:

 

  • An HR team from the International Action sector based at the head office in Paris (an HR Manager, an HR Officer, an HR Assistant and a part-time HR Assistant) is in charge of HR management at Planète Urgence’s head office based in Paris.
  • In each national delegation, the HR management of employees under local law is carried out autonomously, by an Administrative and Financial Manager or by an HR Referent (depending on the organisation of each delegation). This management is part of the NGO’s overall HR policy.
  • The HR Manager of the International Action sector at head office can provide delegations with occasional support on complex HR issues,
  • The Head of HR in the International Action sector supports the delegations in strengthening HR policy in the field.

 

2.2 Project objectives

 

The objective is to reduce Planète Urgence Indonesia’s legal risks by implementing legal documents adapted to the national legal context:

  • Revise and adapt the employment contract models (permanent and fixed-term contracts),
  • Draw up internal regulations,
  • Complete the legal information (attached) to improve understanding and application of legal employment obligations.

 

  • 3) DESCRIPTION OF THE PROJECT

 

The consultant will work under the supervision of the HR Manager:

  • In close collaboration with the HR Officer,
  • Occasionally with the National Delegate and the HR Referent in Indonesia,
  • Occasionally with the Administrative and Financial Director of Planète Urgence at head office.

 

The consultant’s missions are as follows:

Draw up internal regulations that comply with Indonesian legislation.

Complete the legal information (see appendix) in line with Indonesian legislation.

 

 

 

Indonesian Labour Code or any other source of positive law.

 

In addition to the above-mentioned deliverables, a one-year framework contract, renewable at the end of this service, is envisaged in order to establish an ongoing legal collaboration with a law firm, setting out in advance the general conditions of intervention for future assignments.

 

3.1 Summary of the stages

 

  • First part (October):
  • Kick-off meeting at the beginning of October with the HR Officer of the International Action Sector, the Administrative and Financial Director of Planète Urgence, the National Delegate for Indonesia, the HR referent for Indonesia and the consultant in order to define the framework of the mission,
  • Analysis of the work contracts used by the Indonesian delegation in 2025.
  • Second part (mid-October to mid-December 2025):
  • Drafting of deliverables, followed by a validation meeting at the end of November with the HR Officer, the National Delegate for Indonesia and the HR referent for Indonesia,
  • Presentation of the deliverables during a dedicated meeting at the beginning of December, in the presence of the HR Manager, the HR Officer, the Director of Operations of Planète Urgence, the Administrative and Financial Director of Planète Urgence, the National Delegate of Indonesia and the HR referent of Indonesia.

 

3.2 Deliverables

 

All deliverables must be produced in Indonesian, as well as in English.

 

3.3 Indicative timetable

 

  • Launch of the call for tenders on 21 August 2025,
  • Closing date for submission: 12 September 2025,
  • Selection of a tender on 15 September 2025,
  • Contract with the supplier from 16 September,
  • Start of the service at the beginning of October 2025,
  • End of service mid-December

 

Groupe SOS International reserves the right to close the call for tenders before this date.

 

  • 4) EXPERTISE AND DESIRED PROFILE

 

  • 5 years’ higher education in law or human resources,
  • Five years’ experience in Indonesian employment law,
  • Experience with NGOs,
  • Fluency in Indonesian and English,
  • Thoroughness and sense of priorities,
  • Excellent time management skills.

 

  • 5) TERMS AND CONDITIONS OF SUBMISSION

 

The tender will present :

  • A document presenting a summary of the technical proposal, showing in particular a clear understanding of the terms of reference and a proposed methodology for carrying out the work,
  • An up-to-date resume (2 pages maximum),
  • Two contacts and two references from previous assignments on the subject of this consultation,
  • A financial offer including a detailed budget (nature of costs, cost/day, number of working days) including a total excluding tax and a total including tax.
    Any mission expenses will be costed separately.

  • 6) Evaluation of applications

 

The Consultant will be selected by the selection method based on quality and cost:

▪ Technical offer: understanding of TOR, methodology, experience of the consultant(s).

▪ Financial offer: daily rates, number of days proposed, ancillary costs, overall offer corresponding to the available budget.

The technical evaluation will follow the following evaluation grid:

Once the bids have been received and analysed, the applicants reserve the right to negotiate the proposals with the shortlisted candidates.

The applicant also reserves the right not to select any candidate if no offer is deemed satisfactory.

Any information relating to the RACINE project and included in the documents of this call for tenders or provided separately must be treated as strictly confidential by the contractor. Applicants agree not to disclose or publish any information relating to this call for tenders.
