medica mondiale e.V. is a non-governmental organisation based in Cologne, Germany. As a feminist women’s rights and aid organisation medica mondiale supports women and girls in war and crisis zones throughout the world. Through own programmes and in cooperation with local women’s organisations we offer holistic support to women and girl survivors of sexualised and gender-based violence. On the political level, we pro-actively promote women’s rights, call for a rigorous punishment of crimes as well as effective protection, justice and political participation for survivors of violence. Currently medica mondiale is working in Northern Iraq/Kurdistan, in Afghanistan, in West Africa (Mano River Region), in Southeastern Europe as well as the African Great Lakes Region..

Consultant(s) on Organizational development for medica mondiale’s partner organisations in Sierra Leone

Context

Women’s rights organisations are pioneers in designing effective and innovative approaches to advance gender equality and fight SGBV. While strong feminist movements are a vital catalyst for social and policy change, their funding situation makes it difficult to engage in longer-term organisational development processes. It is therefore a key approach of medica mondiale to support the capacity building/organisational development of her partner organisations to strengthen their capability and preparedness to seize new opportunities, to adapt and innovate, to persist in the face of backlash and shrinking spaces and to develop independent strategies responsive to their target group’s needs.

 

While medica mondiale aims at supporting her partner organisations to strengthen their strategies, policy frameworks, structures, procedures and staff capacities, she recognises that organisational development processes are always partner- and context-specific and must be locally owned. Also, partners are at different levels of development in terms of capacity, size, and scope. Therefore, medica mondiale is committed to supporting organisational capacity building/development processes tailored to the needs of each partner.

 

medica mondiale does this by

  • Engaging in dialogue about organisational development with partner organizations, jointly exploring and reviewing capacity development needs and providing guidance and technical advice if needed.
  • Sharing organisational development resources and external capacity building and training opportunities.
  • Supporting partners to set up partner-owned plans and processes to develop the capacity of their organisations, facilitated by independent organisational development experts who facilitate e.g. participatory capacity assessment workshops, technical support for the development and implementation of capacity development plans.
  • Supporting the partners’ fundraising efforts for organisational development.
  • Setting up a pool of external organisational development experts/consultants who work from a gender transformative perspective and have regional expertise in medica mondiale’s partner regions.

 

 

Purpose and Objectives of Assignment

To work with 3 partner organisations in Sierra Leone to assess the organisational development/capacity building needs and develop partner-specific organisational development/capacity building plans in a participative way.

The specific objectives are:

  1. To conceptualise and facilitate 3 participative capacity assessment workshops with 3 partner organisations in Sierra Leone to identify and document existing capacities, strengths, concerns and capacity areas in need of attention. Capacity areas to be assessed include (not limited to) governance, leadership, internal management, financial planning and control; resource base and financial sustainability strategies; financial management systems and processes; HR; membership, constituency and volunteers; project cycle management; monitoring, evaluation and learning; external relationships and communication strategies.
  2. To develop of partner specific organisational development/ capacity building plans (4-5yrs), based on the assessments and in a participatory way.

 

Scope of Work / Activities

The consultant is responsible to conduct the following tasks:

 

  1. Inception Phase:
  • To conduct an inception meeting with relevant medica mondiale
  • To conduct desk review of relevant documentation and conduct interviews with CEO’s of partner organisations.
  • To compile an inception report detailing the consultant’s understanding of what is being assessed and why, as well as the proposed methodology, tools, templates and workshop concept. The inception report should also include a proposed schedule of tasks, activities, deliverables and timeline in agreement with medica mondiale and partner organisations.
  • To conduct a (virtual) feedback meeting with medica mondiale and partner organisations on the inception report.

 

medica mondiale will provide the consultant with all relevant information, documentation, and contacts  to provide insight into the current organisational operations.

 

  1. Assessment and conception phase:
  • To conceptualise and conduct 3 capacity assessment workshops (ca. 2 days per partner) with partner organisations in Sierra Leone (2 partners in Freetown, one in Bo) involving all relevant staff and stakeholders.
  • To produce 3 assessment reports with clear recommendations.
  • To work with the partners to develop partner-specific organisational development plans in a participatory way, based on the agreed template incl. feedback loops and input by partners and medica mondiale.

 

  1. Wrap-up phase
    • To conduct a (virtual) validation session with each partner and medica mondiale.

 

Deliverables

  • Inception report incl. work plan. The proposed methods, tools and templates shall correspond to the needs of the partner organisations and provide a practicable framework for future (self)evaluation of the organisational development/capacity building processes.
  • In the analysis / conception phase: regular updates for medica mondiale and the 3 partner organisations on the implementation status (frequency and templates to be defined).
  • 3 assessment reports including relevant and practicable recommendations for the partner’s organisational development/capacity building.
  • 3 related organisational development/capacity building plans that provide a practicable framework for planning, monitoring and (self)evaluation of the organisational development/capacity building processes.

Selection of consultant by medica mondiale and partners:     June/July 2021

Inception report:                                                                     July 2021

Assessment and conception phase:                                       August/September 2021

Wrap-up:                                                                                 September/October 2021

 

 

Qualification

  • A minimum of master’s degree in social science, Management, Organisational Development or a related field.
  • 7+ years of demonstrated knowledge and experience in conducting and facilitating organisational development processes including consultancy, training, advisory and evaluation services in NGOs/CSOs and international cooperation projects.
  • Demonstrated experience in conducting strategy reviews and capacity assessments incl. analysis of the capacity areas mentioned above.
  • Demonstrated experience in working with women’s rights organisations in West Africa and excellent understanding of and practical experience in the context of women’s human rights/SGBV work.
  • Demonstrated knowledge and experience in using innovative, participatory and partner-centred approaches and techniques, with organizational leadership and teams.
  • Excellent analytical and report writing skills in English.
  • Strong problem-solving skills and flexibility.
