For decades, Sudan was the theatre of violent civil war between several ethnic divides and suffer many political failures. In South Sudan, the context is relatively similar to other comparable countries where, post-crisis, the ability to deal with health-related challenges depends on the implementation of policies, strategies, capacities, and advocacy and coordination work. It is in this environment that HI wishes to intervene to improve the way mental health issues are being addressed. Access to adequate mental health care always falls short of both implicit and explicit needs. This can be explained in part by the fact that mental illness is still not well understood, often ignored, and considered a taboo. The persons with mental illness as well as all those around are still the object of marked stigmatization. These attitudes are deeply rooted in society.

HI has been present in South Sudan since 2006 and has shifted in 2009 from the emergency department to the development one but remains active in both operational interventions.

In February 2018, the program includes:

  • An emergency component with:
  • Protection program in Juba PoC and Urban Juba camps, psychosocial and rehabilitation support and targeted assistance to persons with specific needs
  • An Emergency Flying Team all over the country responding to Mental Health and Rehabilitation needs
  • A long-term component with:
  • A Victim Assistance project in Yei and Juba including rehabilitation and livelihood activities


Under the line management of the long term Emergency Coordinator, you work for both development and emergency projects as the technical focal point on MHPSS in support to projects as per the need arises and requests.

In this framework, your main duties are:

  • Provide necessary technical support in the definition of the project strategy, implementation, monitoring and reporting
  • Organize staff development for HI staff and implementing partners
  • Represent HI and support the development of key documents at the national level in South Sudan and at the regional level as per the need.
  • Coordinate and liaise with relevant operational and technical support staff of HI


  • The office and the guesthouse are in one compound in Juba in the centre of town. Juba offers some facilities for International Staff.
  • Security conditions in South Sudan are extremely volatile
  • Possibility of few travels outside of Juba



  • Starting date : March 26th, 2018
  • Length of the contract : 6 months (waiting for funding confirmation)
Expériences / Formation du candidat
  • You hold a Master’s degree in Psychology – a degree in Clinical Psychology is desired
  • You have at least 3 years’ experience in working with NGOs and civil society in developing and emergency interventions
  • You have experience of working on Mental Health/ Psychosocial activities/ Community based rehabilitation
  • You have a proven ability in mobilizing community networks, awareness raising and advocacy
  • A previous experience in participatory approach to work with community based organizations is essential
  • You show excellent reporting capacities (written and oral communication)
  • You are stress resistant in a very challenging environment
  • You are committed to the respect and promotion of individual and cultural differences
  • You show strong people/team management skills ; you have patience, diplomacy and flexibility abilities

Salaire / Indemnité
  • Employee status, according to experience:
  • Salary from 2200 € gross/month regarding the experience of the candidate
  • Perdiem : 457€ net/month
  • Hardship allowance : 500€ net/month
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday : 25 days per year
  • R&R : 5 days every 6 weeks
  • Status : this position is unaccompanied
  • Housing : Collective taken in charge by Handicap International
