Location:  Kachin State. Based in Bhamo Town, frequent travels to Lwegel (GCA*) – Laiza (NGCA**) Yangon and Myitkyina (GCA*)

ABOUT THE MISSION IN MYANMAR

SI has been in Myanmar since 2008, first in the Delta in response to the Cyclone Nargis. In 2011, SI expanded to three new regions (Dry Zone, Rakhine, and Chin State) focusing on Livelihoods, Food Security, Shelter, and WASH. In 2012, SI started emergency response to people displacements due to violence in Kachin and later in Rakhine (between armed forces in Kachin State and between communities in Rakhine). SI has a base in Sittwe which is responsible for managing programs in Sittwe and Pauktaw T/S (emergency programs for IDPs), and in Rathedaung T/S since October 2013.

SI currently has a coordination base in Yangon, with field bases in the Rakhine and Kachin States. Each office is operational with a Field Coordinator and between 35-200 colleagues.

 

ABOUT THE JOB…

The Program  Deputy Field Coordinator (PDFCO) will manage and support the Project Managers in the Kachin State for the implementation of activities under the emergency and post-emergency response projects, will ensure the relevance of the activities implemented in line with SI annual country strategy, and will propose new interventions in line with both this strategy and the evolution of the humanitarian situation in the area. The PDFCO will pay specific attention to the WASH interventions, needs for new displaced persons and returnees. The PDFCO will help the FC to represent SI programs to partners and stakeholders in Kachin State.

 

THE MAIN CHALLENGES OF THE POSITION ARE:

To reinforce the capacities of the WASH program manager (project management, team management )

Ensure the development of the WASH and Food-Security & Livelihoods strategy in Kachin State

To consolidate SI as key RRM actor in Kachin

To have a better understanding and of humanitarian situation in NGCA

To reinforce operational partnerships with local NGOs and develop their capacity which is still low, with high field staff turn-over.

To keep challenging the three Program Managers and MEAL department in providing good quality written documents (project proposals, reports)

To keep supporting the M&E Supervisor in close collaboration with the MEAL Co in Yangon;

 

Priorities for the 2/3 first months

To follow up with FC proposition to donors for uncovered needs.

To supervise the launch of the Livelihoods activity, i.e. IGA and vocational training (market survey / labour assessment will be completed at that time)

To ensure good representation in WASH cluster and development of WASH strategy with partners in NGCA and for SI grey and dark water management (+ solid waste) strategy in GCA.

To meet the local partners (WPN, KBC) and their program counterparts

To meet the Clusters leaders in Myitkyina: 1) CCCM/NFI/ES, 2) FSS/CWG, 3) WASH

YOUR PROFILE

Education: Minimum Masters’ degree or equivalent in civil engineering construction, environmental or equivalent; with previous experiences in Food Security Livelihood projects.

Experience:

  • 3 years of professional experience, including a minimum of 2 years in the humanitarian environment, with a positive experience in project implementation and team management
  • Proven experience in conflict/post-conflict contexts and insecure environments
  • Proven experience in emergency intervention
  • Proven experience managing team notably in remote control
  • Previous experience in Food Security Livelihood and Wash activities in developing countries
  • Previous experience of project management in NGO / humanitarian fields
  • Previous experience in report and proposal writing
  • Experience of team management
  • Experience of capacity building
  • Experience in working with local partners would be an asset
  • Previous experience with SI would be an asset

Technical skills and knowledge:

  • Knowledge of WASH activities
  • Knowledge of FSL activities in an asset
  • Knowledge of Emergency activities in WASH and FSL
  • Strong knowledge of project cycle management
  • Strong knowledge of Monitoring, Evaluation, Accountability and Learning
  • Knowledge of HR, budget and logistics management
  • Knowledge of Solidarités International rules, tools and procedures would be an asset

Languages:

  • Fluent English (written, spoken and read), essential for writing proposals and reports and for external coordination and representation meetings with other NGOs, UN agencies, donors and governmental bodies.
  • Knowledge of Burmese or Kachin are an asset

Other desirable qualities:

  • Rigor, patience, autonomy, flexibility and the ability to adapt are indispensable skills.
  • Good computer skills: Excel, Word, Power Point, Sphere etc…would be an asset.

 

LIVING CONDITIONS

Bhamo is a city in Kachin State in Northern Myanmar, located 186km south of the capital city of Kachin State (Myitkyina). Kachin is mostly Christian (60% Catholic / 40% Baptist). Bhamo is the administrative center of Bhamo District, which has four townships: BhamoShweguMomaukand Mansi.

From Yangon, it takes a 3-hour flight to get to Bhamo. The flight schedule changes constantly and there aren’t a lot of options during the week to travel between both cities.

To visit Kachin, foreigners must have a valid travel authorization (or TA) which is arranged by the Head of Mission Assistant in Yangon and takes around 1 month to process.

SI has a comfortable guesthouse for expats with 5 rooms, 2 bathrooms, a large kitchen, and big communal areas and terraces.

The guesthouse is equipped with basic furniture (beds, tables, cupboards, hot water…) and mosquito nets, bed linen, towels and fans.  A cook can prepare dinner upon request.

The office is situated 5 minutes by bike from the guesthouse. Expatriates move independently by bike or on foot (a car is available to travel to the camps).

Phone and internet connections clearly improved in past 6 month, phone connection is good and internet connection thought 3G is acceptable for communication (skype, Viber, whatsapp). In Bhamo, SI is almost the only INGO with expatriate present (with DRC) so there are very few expatriate (SI and 1 from DRC and 1 from UNHCR).

 

SI WILL OFFER YOU

A salaried post: according to experience from 2200 euros gross per month, plus 10% annual leave allowance paid monthly and a monthly Per Diem of 500 USD.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs)
