MISSION CONTEXT

Humanity & Inclusion (HI) has been intervening in Yemen on and off for the last 13 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities (PwDs) as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).

Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid, and directly providing physical and functional rehabilitation care and psychosocial support to the most vulnerable, including war affected people, providing assistive devices). In 2017, these activities have extended to new facilities in and around Sana’a and early 2018 prosthesis and orthosis.
In parallel, HI is implementing an inclusion and protection mainstreaming project, to increase the knowledge and capacities of the staff International NGOs in the inclusion of the most vulnerable persons in their humanitarian response (including PwD), so as to increase their access to essential services.
In 2019 HI will extend its intervention into new sectors (, Mine Risk Education), and in new areas of intervention , opening a new base in Aden as a referral point for theActivities in the south and another sub base in the South on the coastal side below Hodeida. If the access will be granted, HI is planning to start its intervention in Hodeida city or outskirt,
In the North as well the presence will be improved with new areas of intervention outside Sanaa, such as Hadja, Sadda and Amran.

OBJECTIVES OF THE POSITION

  • Preparation of Procurement and logistics action plan for new projects
  • Insurance of assets, stock, premises
  • Logistics assessments for new bases
  • Planning and opening of new bases
  • Planning, recruitment and training of new logistics staff in the new bases
  • Frame Planning, recruitment and training of new logistics staff in the new bases
  • Preparation of Procurement and logistics action plan for new projects
  • Closing and archiving documents of previous projects
  • Preparation of tender dossiers for the new grants
  • Monitoring of the existing framework contracts

JOB DESCRIPTION

Currently based in Sana’a – Yemen with 6 weeks stay and 1 week RnR.

Under the direct responsibility of the Head of Mission, and with the support of the Logistics Referent in HQ, you will be responsible for:

  • Ensuring the respect of HI and donor Logistics guidelines (management of purchase, stock, supply, equipment, vehicles) on the mission
  • Managing directly the logistics national staff
  • Strengthening capacities of Logistics teams based in Yemen (training, capacity building)
  • Coordinating the logistics activities all over the mission by being in support and in close collaboration with the project staff and the support staff
  • Ensuring the respect of HI security guidelines on the mission
  • Supervising and providing a logistical support to the different HI bases and projects run into the country
  • Opening/shutting down at logistical level any HI base in the country and ensure their regular maintenance
  • Reporting on a regular basis about all logistics activities within the mission
  • Back up in case of need for the other support figures in case of absence (HR or Finance Coordinator)

SPECIALITIES

The position is based in Sana’a – Yemen. In Sana’a there is a shared guesthouse well equipped with a safe room. Most of the work is done at the office but few possibilities to go out for work purposes and for some extra professional activities. All movements are done by car. HI has set-up a curfew. The situation is relatively calm in Sana’a nowadays.

PROFILE

Qualification

  • High degree diploma in Logistics or Supply Chain is recommended

Experience

  • Strong experience in the related field (3 years) in NGO is compulsory
  • Experience of security management, preferably in conflict context
  • Experience in capacity building management is a strong asset
  • Availability to work in an environment with energy, transportation and communication challenges
  • Experience in conflict zone is a strong asset
  • Remote management experience is an asset
  • Experience of arranging international shipments to conflict countries is an asset
  • Experience in the region would be a strong asset

Skills

  • English mandatory (oral and written) ; Arabic is an asset
  • Strong interpersonal and intercultural skills
  • Ability to work under high pressure with a great level of personal organisation
  • Sense of Diplomacy and patience
  • Ability to do critical analysis with limited information

CONDITIONS

  • Starting date: february 2019
  • Length of the contract: 9 months (renewable)
  • Contract: salaried contract from 2750€/month gross depending on experience
  • Per-diem: 550 € net/month
  • Hardship allowance: 500 euros net/month
  • Insurances: medical health coverage, retirement planning, repatriation
  • Paid holiday: 25 days per year
  • R&R: 5 days every 6 weeks
  • Status: position open in single status only
  • Accommodation: collective fully covered by HI
