Central African Republic is experiencing a humanitarian crisis, with more than 600,000 internally displaced. NRC started the current country programme in CAR in February 2014 and is currently operating in three field offices: Berberati in the South West, Kaga Bandoro in the Centre North, and Alindao in the Southeast, as well as the capital office in Bangui. The security situation is highly volatile and exceedingly difficult to predict. An electoral crisis is ongoing since mid-December 2020 with new non state armed groups coalition fighting against the Government and aiming to take over the control of the country.
The programme portfolio includes all five core competencies of NRC; ICLA (Information, Counselling and Legal Assistance), Livelihood and Food Security, WASH, Shelter and Education, as well as Humanitarian Mediation and Community Based Protection programmes.
The Education Project Manager reports to the Area Manager (line manager) with technical support from the Education Programme Development Manager, and will be based in Alindao (Basse Kotto prefecture)
Roles and Responsibilities
Line management for project staff
Adherence to NRC policies, guidance and procedures
Contribute to the development of Country, Area and Education strategies, initiate and participate in the development of relevant Education projects
Coordinate and manage Education project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
Implement technical direction and ensure high technical quality of projects
Provide regular progress reports to the Area Manager and the Education PDM
Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
Develop and manage project budget (in cooperation with CCS) and coordinate across CCs
Ensure capacity building of project staff and transfer key skills
Responsible for pedagogical planning, development, implementation and follow-up of the education project as agreed in the overall plan
Design and implement education assessments
Assess needs for capacity building among education staff, partners, teaching staff (beneficiaries) and discuss actions with AM and Education PDM
Design training programs based on needs assessments
Participate in defining a monitoring and evaluation strategy
In coordination with the M&E, monitor and follow-up on quality of services provided by NRC in the field. Make recommendations for improvement
Qualifications
Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
Experience from working in complex and volatile contexts
Technical education expertise, including Education in Emergencies
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in French and English
Experience from working in Africa
Experience in alternative and youth education programs is an advantage
Experience in team management
Experience in developing proposals and budgets
