Construction Advisor – Cambodia

Planète Enfants & Développement (PE&D) is an international NGO, based in Cambodia since 1984, entirely devoted to providing to vulnerable children the necessary conditions for their well- being and development. PE&D has a vision of a society in which children and young people have access to essential social, health, educational and cultural services which allow them to develop harmoniously and to flourish within their family and community without any discrimination.

Project Overview:

Planète, Enfants & Développement (PE&D) initiated a project entitled Housing and living conditions improvement in urban poor communities of Phnom Penh (HALI) in 2018, building on previous work with local NGO partner Samathapeal Khnom Organization (SKO). The project supports residents in informal settlements by improving homes and making them safer, strengthening community link, delivering family psychosocial support and providing micro-business grants. PE&D partners with several local NGOs to implement its activities.  Since 2018, PE&D has implemented two phases of the HALI project in the urban poor of Phnom Penh.

The last phase started in July 2024.  The project still focuses on providing housing renovations, psychosocial supports, income generation opportunities and promoting gender equality as a cross-cutting issue, while strengthening the capacity of local partners. Additionally, in this last phase of the project, PE&D is willing to pay special attention to the environmental impact of its constructions and to draw inspiration from bioclimatic principles to improve the heat resistance of habitats.

PE&D is looking for a construction technical advisor with a passion for social housing issues to support the project team in reducing the ecological footprint of its buildings and improving the comfort of its beneficiaries.

Work location: Country Office in Phnom Penh, Cambodia and frequent travels to the fields.

Essential Duties and Responsibilities:

The construction technical advisor will lead the participatory community diagnosis (mapping of habitats, resources, public buildings, places of social or economic exchange, etc.) and support the construction team in identifying building materials and practices that are more environmentally friendly and resilient to climate change.  It will work with the various stakeholders to develop and deploy strategies compatible with the project’s budgetary and geographical constraints.

S/he is expected to:

  • Lead the team to conduct community diagnosis
  • Lead the identification, evaluation, and selection of eco-friendly materials, suppliers  and construction methods
  • Conduct site assessments to determine the feasibility and impact of eco-friendly construction methods.
  • Engage with suppliers and vendors to source eco-friendly materials and ensure their quality and availability
  • Develop and/or adapt existing guidelines and standards for eco-friendly construction materials and bioclimatic-inspired design and methods
  • Develop educational materials and conduct workshops to promote eco-friendly construction methods
  • Propose and implement monitoring and evaluation frameworks to assess the effectiveness of sustainable construction practices
  • Document and disseminate case studies and success stories to promote best practices
  • Build and maintain strong relations with partners
  • Report progress updates to the project manager

Expériences / Formation

Education and professional experience

  • Demonstrate commitment to PE&D’s vision and mission
  • Strong interest in supporting and working with vulnerable families and poor settlements
  • Master degree in Architecture and/or Urban Planning & Civil Engineering
  • Minimum of 3 years of experience in sustainable construction or renovation
  • Strong knowledge on eco-responsible and bioclimatic habitats
  • Experience in community mapping and diagnosis

  • Fluency in oral and written English
  • Proficiency in Microsoft Office and modeling software (Sketchup, AutoCAD).

Proficiency in GIS software, experience working in Cambodia and fluency in French are assets.

Additional Requirements:

  • Willing to drive a motorbike to the field

Salaire

Remuneration: EUROS 1350 + Flight Ticket + Visa + CFE + Insurance

Type of contract: Fixed Term Contract (FDC) – 1 year – VSI

This position starts in January 2025

This position is open only to internationals (non Khmer nationals)
