The Japanese Government offers small scale grants for development projects in order to meet the diverse needs of the vulnerable communities and people. “Grant Assistance for Grassroots Human Security Projects (GGP)” supports projects proposed by various organizations such as non-governmental organizations (NGOs) and municipalities. The goal of GGP is to improve the livelihood of socially and economically vulnerable people.
What the fund does not finance :
Please note that the following budget items cannot be financed: taxes (VAT, custom fees), personnel expenses, fuel, travel expenses, per diem charges, vaccine, expendable supplies, books, regular vehicles, electronic device (i.g. personal computers), bank charge, and other administrative and operational costs for the organization.
Priorities and Areas of Assistance :
The GGP aims to meet the basic human needs of socially and economically vulnerable people and to improve the livelihoods of deprived communities at the grass-roots levels. GGP can cover the cost of rehabilitation of facilities (school, health care center, water networks etc.) and provision of essential equipment. GGP projects may include training in use of donated equipment or capacity building for stakeholders, which are essential to the process of achieving the goal of the GGP project.
Our priority Areas are :
- Demining and UXO clearance
- Environment (Waste Management and Water)
Applications are screened with the following criteria:
- Direct impact on livelihoods for beneficiaries
- Relevance to basic human needs
N.B.: Particular attention is given to the assistance to refugees and their host communities.
Eligible Recipients :
The GGP targets the following organizations that implement development projects at grass-roots level.
- Non-Governmental Organizations (NGOs)
- Local Authorities (Municipalities, Union of Municipalities)
- Private Schools and Semi-Public Schools
- Medical Institutions (i.g. Hospitals and, Dispensaries)
Each organization should have at least 2 years of experience in the field of the project scopes.
Eligible items :
The GGP mainly supports tangible items such as the construction of primary schools, clinics and boreholes as well as the provision of equipment. On the other hand, intangible items such as capacity building, technical guidance for operation and maintenance, awareness-rising campaign and reinforcement of community association contingent on tangible items may also be eligible for support.
Items that are often applied but may most likely not be covered are scholarship, consumables, and electronic equipment, such as personal computers.

Funding : max 10 million JPY (approximately 92,000 US dollars in 2021)
